PERFORMANCE WORK STATEMENT
COMMANDER, SUBMARINE FORCE, U.S. PACIFIC FLEET
(COMSUBPAC)
CREW VESSEL TRANSPORTATION SERVICES
1.0 BACKGROUND
1.1 Commander, Submarine Force, U.S. Pacific Fleet, (COMSUBPAC) is a command comprised of over 9,000 Navy and civilian contractor personnel, and a fleet of 35 submarines homeported at Pearl Harbor, HI, Bangor, WA, San Diego, CA, and Guam; and smaller commands located largely within the Pacific Fleet Area of Responsibility. COMSUBPAC provides undersea warfare capabilities in carrying out the mission and interests of the United States of America. COMSUBPAC requires support to enable submarine operations in support of its Midshipman training program at Point Loma, San Diego. This may include support such as parts or personnel transfers within the specified schedule that are required to sustain submarine operations.
2.0 SCOPE/OBJECTIVE
2.1 COMSUBPAC seeks contractor support to transport Navy personnel with a crew transfer vessel (CTV) between Point Loma, San Diego, CA to a Brief Stop for Personnel (BSP) location as designated by the Technical Point-of-Contact (TPOC) near San Clemente Island (SCI); a distance of approximately 70 nautical miles. The passenger and baggage transfers will be conducted during the estimated period of 15 May 2025 - 15 August 2025 (subject to change).
Refer to section 3.0 for passenger counts and specific schedule requirements.
2.2 The contractor shall provide daily transport during this period for personnel originating from the Point Loma, San Diego, CA location to a BSP location as designated by the TPOC, whereupon transported personnel will board a US Navy submarine and any personnel previously embarked on the submarine will return to the CTV for transport back to Point Loma. The BSP location may vary slightly based on miscellaneous circumstances but will generally be located within 5 nautical miles of San Clemente Island (SCI). The daily schedule of events will vary based on a variety of fleet scheduling demands. The CTV crew should be prepared to utilize their full working hours (0500-2100) on any given working day.
2.3 The contractor shall moor at Point Loma, San Diego on the estimated date of 15 May 2025 for a military safety inspection of the vessel and crew familiarization training. The vessel shall remain moored until Midshipmen Operations commence, estimated for 20 May 2025. As noted in paragraph 3.3, when not in use, the vessel will remain moored at Point Loma throughout the performance period.
2.4 Unscheduled weekdays of each workweek may be utilized for transport services in the unlikely event of a submarine schedule change, medical emergency, or inclement weather. Transport services will not normally be required on these days unless otherwise instructed. These days are noted by * in Section 3.4.
3.0 PERFORMANCE REQUIREMENTS
3.1 The contractor shall provide personnel transport services on a crew transfer vessel possessing current U.S. Coast Guard inspection certification, with full compliance to applicable Federal, State of California and local government regulations and requirements for vessels of this type.
3.1.1 The contractor shall provide the Government with the make and model of the vessel and confirm a current U.S. Coast Guard inspection certification, with full compliance to applicable Federal, State of California and local government regulations and requirements for vessels of this type prior to contract performance.
3.1.2 The vessel shall be in a clean and well-maintained condition, with all equipment/machinery serviced and fully operational in accordance with Original Equipment Manufacturer (OEM) specifications.
3.1.3 The vessel shall be capable of sustaining a cruise speed of at least 17 knots with a minimum passenger capacity of 50. Additionally, the vessel shall have the capability to accommodate up to one piece of carry-on baggage per person.
3.1.4 The vessel shall have full communication and navigational capability, including the ability to conduct two-way communication with US Navy vessels.
3.1.5 The contractor shall provide a minimum 24 foot personnel gangway with railings to enable passengers to transfer to/from the contractor’s vessel to pier side or US Navy vessel. The gangway will be able to maintain an incline of no greater than 20 degrees when mating up to a naval ship with a free board of approximately 15 feet, when measured from the ocean’s surface.
3.1.6 The contractor shall be capable of transporting supplies and equipment as needed during regularly scheduled personnel transfers. The supplies and equipment loads for any mission will be no larger than 10 palettes, each 40 inches wide, 48 inches long, 36 inches high, and weighing no more than 1000 lbs. each using an onboard powered crane. There needs to be at least 10 feet of separation between the outboard of both vessels and the palate of supplies will need to be placed at a height of 11 feet above the waterline.
3.1.7 The crew transfer vessel shall have a powered crane of sufficient height, reach, and weight capacity to deliver the pallets mentioned in section 3.1.6 onto the deck of the U.S. Navy vessel.
3.1.8 The contractor shall have a contingency plan to ensure the required schedule listed in paragraph 3.4 is maintained.
3.2 Within the overall period of performance, the Government may adjust the schedule in paragraph
3.4 due to situational factors or inclement weather preventing safe transfer of personnel to/from the crew transfer vessel and the Navy vessel; in this case the scheduled transfer is normally to occur on the last scheduled workday of the week. The total number of transfers will not exceed the scheduled number in paragraph 3.4. Adjustment of the schedule shall not result in additional charges to the Government. The number of passengers listed in paragraph 3.4 is a maximum and numbers on any mission may vary.
3.3 The crew transfer vessel must report to Point Loma on the morning of 15 May 2025 in order to conduct a security screening initiated by Commander Submarine Squadron Eleven (date subject to change, check with TPOC). All screenings are provided by the government at no cost to the transfer vessel’s organization. In the interest of security, the vessel is required to stay moored at Point Loma when not in use over the course of the designated time period, with the exception of brief stops for refueling or other necessary maintenance. The crew is not required during in-port periods.

4.0 QUALITY ASSURANCE
4.1 The Contractor is responsible for implementing and maintaining a Quality Control Program (QCP) to ensure that the work performed meets or exceeds contract requirements and results in the correction of potential and actual problems. The QCP shall be implemented on the first day of contract performance. The TPOC will monitor the deliverables in section 3.5 to ensure the performance elements are met by receiving feedback from government personnel.
5.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
5.1 GENERAL: The Government will provide the following equipment, supplies, and services listed below:

6.0 CONTRACTOR REQUIREMENTS
6.1 Performance of all work is restricted to US citizens and US nationals only. All work performed shall be in accordance with applicable Federal, State of California, local laws and regulation.
7.0 OTHER REQUIREMENTS
7.1 The Contractor shall furnish sufficient personnel to perform all work specified within this contract. The effort under this contract is between the hours of 0500 – 2100 hours, Monday through Friday, work schedule as agreed upon by the Contractor and the Government, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.
7.2 Contractor personnel shall be clearly identified as contractor employees (i.e. company shirt, pin, visible company ID, etc.) in a visible location.
7.3 Contractor personnel shall not establish an employee-employer relationship with COMSUBPAC or provide personal services under this PWS. If Contractor employees are directed by any Government employee at any time to perform services not covered under this contract, the Contractor shall immediately notify the TPOC (see section 12.0)
8.0 NON PERSONAL SERVICE STATEMENT
9.1 Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts
7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
9.0 BASE ACCESS
10.1 All contractors, suppliers, and vendors who wish to have base access to Naval Base San Diego must have a Defense Bio-metric Identification System (DBIDS) credential. DBIDS is a force protection program designed to manage personnel, property and installation access. The Pass & ID office is open 0530-1500, Monday through Friday to accommodate DBIDS requests and is located at 3101 Harbor Drive, San Diego, CA 92106. Contractors and vendors may retrieve fillable forms from www.cnic.navy.mil/om/dbids.html. All new contractors, vendors, and Page 8 of 8 suppliers will be required to obtain a DBIDS credential.
