About this file

This is a Request for Proposal (RFP) for a five-year indefinite delivery/indefinite quantity (IDIQ) contract to manufacture and supply 25-person (Mark-7 Mod 2) and 50-person (Mark-8 Mod 2) inflatable life rafts for the United States Navy. The contract consists of two contract line items (CLINs): CLIN 0001 for 245 units of 25-person life rafts (NSN 3HD 4220-01-444-6260) and CLIN 0002 for 100 units of 50-person life rafts (NSN 3HD 4220-01-475-3185), with an estimated annual demand quantity (ADQ) per item. The solicitation is issued by Defense Logistics Agency Maritime at Mechanicsburg, Pennsylvania, with a point of contact being Sean McDonnell. Proposals must be submitted via email to sean.mcdonnell@dla.mil with all required documentation and the completed pricing spreadsheet (Attachment 3).

The contract will be awarded on a firm-fixed-price basis with a one-year base period and four one-year option periods. Award methodology specifies split awards with 60% of delivery orders to the source offering the best value and 40% to the second-best value source; however, the Government reserves the right to award the entire quantity to a single source if deemed advantageous. The maximum contract value is $36,494,634.38 (calculated as 7.5 times the annual demand quantity multiplied by the unit price for each NSN). Life rafts must be manufactured in accordance with specification NSWCCD-83-TM-2020/19 (October 2020) and include Government-furnished material consisting of survival instructions (NSN 0910-LP-102-2272) and manual reverse osmosis desalinators (MROD, NSN 4610-01-319-5337). Evaluation will use Lowest Price Technically Acceptable (LPTA) procedures, with past performance considered more important than price. First Article Testing and Production Lot Testing are required, along with quarterly certification reports and comprehensive documentation submissions including training materials and service manuals. Items must be packaged and marked per MIL-STD-2073-1 and MIL-STD-129, with delivery FOB Origin to the DLA Distribution facility at New Cumberland, Pennsylvania.

SECTION A

GENERAL INFORMATION FOR OFFERORS

1. The purpose of this solicitation is to establish an indefinite-delivery type contract for the supplies listed in Section B, that will provide stock coverage for customers both overseas and in the United States, including Alaska and Hawaii, and our possessions.

2. Under this solicitation, the resulting contract will be a Firm-Fixed-Price, Indefinite-Quantity Contract issued under FAR Part 15, with a 1-year base period and 4 one-year option periods. The total contract period will be five years. The terms “year” or “contract year,” as used in this solicitation, mean a period of 365 days beginning on the contract start date and every 365 days thereafter, except for a leap year, in which the contract year shall be 366 days.

3. The method used to place orders under this contract will be: Delivery Orders placed by DLA Maritime at Mechanicsburg (DLA-Mech). DLA-Mech will issue delivery orders with the awardees for the supplies cited in Section B. Each delivery order will be competed amongst all sources who receive a long-term contract for this item. The source offering the “Best Value” (taking into consideration price, delivery and past performance) will receive a delivery order for a 60% share of the requirement and the second delivery order for the remaining 40% share of the requirement will be awarded to the source offering the second “Best Value”. DLA has determined that split awards will enable the government to improve delivery lead time and to better maintain a viable industrial base for these items taking into consideration that each vendor has capacity limitations and none can supply the entire demand in a reasonable amount of time required to support fleet demand. It will also enable the Government to seek lower prices for each delivery order. The Government reserves the right to award the entire quantity to the source offering the overall best value to the government (ex. if the government has a need for an accelerated delivery and source 1 proposes delivery for the entire quantity that is faster than source 2 would be able to deliver the 40% share or if either source proposes pricing that cannot be determined fair and reasonable). Proposed pricing will not be considered if it is higher than pricing established under the base contract.

4. The proposals received in response to this solicitation will be evaluated under Lowest Price Technically Acceptable “LPTA” procedures as described in Section M of this solicitation.

5. Please note that contractors shall complete all contractor required fill-ins and submit the pricing spreadsheet along with all pages of the solicitation to sean.mcdonnell@dla.mil, regardless of the number of CLINs that are proposed on. These sections are pertinent to understanding the requirements of the solicitation.

6. Some clauses/provisions may not appear in the correct section (D-M) due to system constraints.

mailto:sean.mcdonnell@dla.mil

7. NOTE TO POTENTIAL OFFERORS: Due to repetitive demands, the Government may place multiple awards. Offers should be aware that the only guarantee upon award is for the contract minimum split equally among awardees.

CONTRACT MINIMUM VALUE – Qty One Each CONTRACT MAXIMUM VALUE - $36,494,634.38 (calculated as 7.5 x ADV for each NSN)

8. If multiple awards are made, the contract minimum for each awardee during the contract period* will be an equal portion of the overall minimum cited. For example, if two awards are made the Government is obligated to purchase half of the minimum from each awardee. Regardless of the number of awards made under this solicitation, the Government may order, and each awardee is obligated to deliver, up to the maximum cited above. The maximum total value will be a cumulative sum of the dollar value for all orders issued under all contracts awarded. Under no circumstances is the government authorized to exceed the maximum contract value taking into account all contracts awarded.

*Note: Contract period as defined in this clause means the extended contract shall be inclusive of any/all option periods.

9. Delivery order placement procedures: (1) In the event of multiple awards, each awardee will be considered for placement of individual delivery orders unless an exception at FAR 16.505(b)(2) applies.

However, those awardees subject to testing and approval requirements, such as, but not limited to, First Article Testing, shall not receive orders until satisfactory completion of any testing requirements. Failure to successfully complete required testing will constitute grounds for contract termination for default by the Government. (2) The criteria used for evaluating offers for delivery orders under this contract are price, past performance, and delivery. Price is slightly more important than the other factors combined.

Past performance will include performance on orders previously placed under the contract and may include performance under other contracts. In evaluating performance under previous orders, consideration will be given to delivery, quality of supplies furnished, and success in implementing any socioeconomic support programs which may be applicable to the contract. Awardees will be notified of any urgency for delivery at the time pricing is requested and in this case delivery will be considered a more important factor than price.

10. All clauses referring to Cost and Pricing data/Certified Cost and Pricing data included in this solicitation are not applicable at this time because competitive offers are anticipated. If only one offer is received, the offeror will be instructed to comply with all clauses regarding submission of certified cost and pricing data.

11. Contract Data Requirements List (CDRL) – Offerors must take note of the CDRLs (Exhibits A and B) when preparing proposals. CDRLs are found after Attachment 1 of the solicitation.

12. COMMERCIAL ASSET VISIBILITY (CAV) REPORTING FOR THE MANUAL REVERSE OSMOSIS DESALINTATORS (MRODS) TO BE PROVIDED AS GOVERNMENT FURNISHED MATERIAL (GFM) IS REQUIRED UNDER THE RESULTANT CONTRACT(S). THE CAV STATEMENT OF WORK IS PROVIDED AS ATTACHMENT (5) TO THIS SOLICITATION. ANY/ALL SOURCES RECEIVING A CONTRACT WILL BE REQUIRED TO IMPLEMENT CAV AND WILL

BE ASSISTED BY NAVSUP WSS IN ESTABLISHING/IMPLEMENTING THESE PROCEDURES.

13. Government Furnished Property: The following items will be provided as Government Furnished Property (GFP) to the Life Raft OEM, for packing with each new Lift Raft.

1) Survival Instructions – NSN 0910-LP-102-2272 – QTY 1 EACH

2) Manual Reverse Osmosis Desalinator (MROD) – NSN 4610-01-319-5337 – QTY 1 EACH
