The solicitation (N0018926QL281) is a sole-source acquisition for SOFAR Data as a Service (DaaS) support services to be awarded to SOFAR Ocean Technologies, Inc. (CAGE: 7JGR4) on a Firm Fixed Price (FFP) basis. The contract period of performance runs from July 31, 2026 through July 30, 2027, with an estimated quantity of 400 units representing the distributed network of Spotter buoys. The Government will evaluate the quote for price reasonableness and past performance; however, formal source selection procedures will not be utilized. The solicitation is classified under NAICS code 334513 with a small business size standard of 750 employees and represents an unrestricted acquisition. Quote submissions are due by July 27, 2026 at 11:00 AM and should be directed to Rachel Appleby and Stephanie Lent.

The Statement of Work specifies that the contractor must provide continuous, real-time oceanographic and meteorological data from a 400-instrument Spotter buoy network with delivery via secure API endpoints (JSON format) and secure SFTP servers (BUFR format). Key technical requirements include wave spectra, derived wind speed/direction with 2.5-degree resolution, sea surface temperature with 0.1°C absolute accuracy, air pressure with 1.5 mbar accuracy, and significant wave height with 2.0 cm accuracy. The contractor must guarantee 90% network uptime in any 30-day billing cycle (minimum 360 active reporting buoys daily) and maintain an 80% minimum uptime in any 24-hour period. The contractor assumes full responsibility and expense for replacing lost, destroyed, or naturally expired buoys to maintain the 400-buoy baseline. Dashboard access with up to five programmatic user accounts and a limited rights data license restricted to Navy-only use must be provided. Monthly reporting requirements include SLA and quality reports detailing cumulative uptime percentages, daily active buoy counts, and quality control failure summaries. The contract incorporates numerous FAR and DFARS clauses including provisions on small business representations, labor standards, payment procedures via WAWF, and security requirements for Controlled Unclassified Information.

This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.201-1, using Simplified Acquisition Procedures (SAP) found at FAR Part 12, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued.

PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be made available on the following websites:

System for Award Management (SAM) – https://www.sam.gov/

The reference number is N0018926QL281. The proposed contract action is for commercial services, in accordance with the Performance Work Statement (PWS). The North American Classification System (NAICS) code is 334513 – Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables and the Small Business Standard is 750 (# of employees). This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-05 and DFARS Change Notice 202505. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at the following websites:

https://www.acquisition.gov/browse/index/far https://www.acq.osd.mil/dpap/dars/change_notice.html

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Fleet Directorate intends to solicit – on behalf of the Naval Oceanographic Office (NAVOCEANO) – SOFAR Ocean Technologies, Inc (CAGE:

7JGR4) on a sole source basis in accordance with FAR 12.102(b). The proposed acquisition is to procure commercially distributed SOFAR Data as a Service (DaaS) support services in support of Naval Oceanographic Office (NAVOCEANO). The resultant Purchase Order (PO) will be issued on a Firm Fixed Price (FFP) basis and will contain a one-year Period of Performance, as follows:

31 July 2026 through 30 July 2027

The sole source justification is as follows:

This requirement is sole-sourced to SOFAR Ocean Technologies, Inc. because the acquisition requires the unique commercial capabilities of the 400-instrument "Spotter" buoy package, which is a proprietary system developed, patented, and operated exclusively by SOFAR Ocean. The Navy's requirement demands a stringent 90% network uptime guarantee (minimum 360 active reporting buoys daily) and an 80% daily floor, along with the contractor assuming full responsibility for replacing lost, destroyed, or naturally expired buoys at their own expense (The Drift Clause) to preserve baseline reporting levels. Furthermore, SOFAR Ocean possesses the exclusive automated geofencing algorithms and real-time quality control filters required to instantly isolate grounded buoys from the operational Navy feed within 24 hours of detection to prevent skewed regional meteorological models. No other contractor currently offers this specific distributed metocean Data as a Service (DaaS) using the required Spotter hardware footprint and continuous replacement model without substantial duplication of costs and unacceptable programmatic delays.

NOTICE:

THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED PROCEDURES IN ACCORDANCE WITH FAR 12.201-1.

TO THE EXTENT THAT THE TERMS APPEAR IN THE SOLICITATION, THE TERMS “RFP”, “OFFER”, “PROPOSAL”, AND

QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

Naval Oceanographic Office (NAVOCEANO)

SOFAR Data as a Service (DaaS)

1.0 PURPOSE

This Quality Assurance Surveillance Plan (QASP) is a Government-developed and applied document used to make sure that systematic quality assurance methods are used in the administration of the Performance Based Service Contract (PBSC) standards included in this contract. The intent is to ensure that the Contractor performs in accordance with performance metrics set forth in the contract documents, that the Government receives the quality of services called for in the contract, and that the Government only pays for the acceptable level of services received.

2.0 AUTHORITY

Authority for issuance of this QASP is provided under FAR 52.246-4 - Inspection of Services - Fixed Price, which provides for inspections and acceptance of the articles, services, and documentation called for in the contract to be accomplished by the Contracting Officer or their duly authorized representative.

3.0 SCOPE

The Contractor, and not the Government, is responsible for management and quality control actions necessary to meet quality standards set forth by the contract. The QASP is put in place to provide Government surveillance oversight of the Contractor's quality control efforts to ensure that they are timely, effective, and are delivering the results specified in the contract. The QASP is not a part of the contract, nor is it intended to duplicate the Contractor's Management Plan. The Government may provide the Contractor an information copy of the QASP as an attachment to the solicitation to support the Contractor's efforts in developing its plan for maintaining the levels of quality anticipated to be delivered under the terms of the contract.

4.0 RESPONSIBILITIES

The Government resources shall have responsibilities for the implementation of this QASP as follows:

Contracting Officer - The Contracting Officer ensures performance of all necessary actions for effective contracting, ensures compliance with the terms of the contract, and safeguards the interests of the United States in the contractual relationship. It is the Contracting Officer that assures the Contractor receives impartial, fair, and equitable treatment under the contract. The Contracting Officer is ultimately responsible for the final determination of the adequacy of the Contractor's performance.

Contracting Officer's Representative (COR) - An individual designated in writing by the Contracting Officer to act as their authorized representative to assist in administering a contract. The source and authority for the COR is the Contracting Officer. COR limitations are contained in the written letter of appointment.

Technical Assistant (TA) - An individual that is the program expert and is designated as the technical point of contact.

The TA works directly with the contractor and provides an assessment of the contractors' performance back to the COR.

5.0 METHODS OF QA SURVEILLANCE

The primary methods of surveillance used to monitor performance of this contract will include, but not be limited to, random or planned sampling, periodic inspection, and validated customer complaints.

6.0 IDENTIFIED QA SURVEILLANCE ITEMS

The performance standards that have been identified for surveillance are in the Performance Work Statement (PWS).

7.0 DOCUMENTATION

The COR will maintain a complete Quality Assurance Surveillance file. The file shall contain such documents as copies of all receiving reports, evaluations, recommendations, and any other actions related to the Government's performance of the quality assurance function. All such records will be retained for the life of this contract.

8.0 ANALYSIS OF CONTRACTOR PERFORMANCE

The analysis of contractor performance shall be conducted at the end of each month and serves to provide a summary of the Contractor's performance to the Contracting Officer and the Contractor.
