Summary of Specifications and Project Details

This is a technical specifications and bidding document for the Pennsylvania Game Commission (PGC) soliciting electronic bids for Project PGC-305-25-02, the Diakon Road Drainage Pipes Project located on State Game Lands #305 in South Middleton Township, Cumberland County, Pennsylvania. The project scope includes removal of an existing culvert, decommissioning of a portion of roadway, construction of a new 18-foot by 4-foot 7-inch aluminum structural plate box culvert (36 feet long) on a new road alignment, construction of approximately 400 linear feet of new roadway, installation of riprap for scour protection, erosion and sedimentation control measures, and seeding of disturbed areas. The work also requires support and protection of existing utilities running along the roadway through installation of Unistrut clamping systems on steel beams. Electronic bids will be opened on May 6, 2026, at 2:00 PM. The contract shall commence upon delivery of the purchase order (estimated April 30, 2026) and terminate on June 30, 2026, with contract time being of the essence. Key specifications include use of Lane Enterprises BC-A-41 aluminum box culvert or approved equal, concrete footers with 4,000 psi compression strength and 5 percent air entrainment, 2A modified stone backfill with minimum 2-foot and maximum 5-foot cover, and specific aggregate materials conforming to PennDOT standards.

Prevailing wage rates apply to this project per Determination No. 26-03717, with rates varying by trade classification and effective dates ranging from May 1, 2025, through May 1, 2026, or later. The contractor must provide performance and payment bonds each equal to 100 percent of the contract amount within 10 days of award. Invoicing shall be submitted directly to Angela Lindgren, Civil Engineer, Pennsylvania Game Commission, and must include the purchase order number, SAP vendor number, and contractor information with payment made monthly upon satisfactory completion of scheduled items. Additional requirements include compliance with the Steel Products Procurement Act, Prohibition Against the Use of Certain Steel and Aluminum Products, the Reciprocal Limitations Act, the Public Works Employment Verification Act (requiring E-Verify participation), and submission of Worker Protection and Investment Certification forms within two business days of bid opening. The Commonwealth is exempt from excise taxes and Pennsylvania sales tax. Traffic control must maintain at least one lane of Diakon Road open at all times for access to the Diakon Wilderness Center for Youth Services, with both lanes open during non-working hours. All work must comply with OSHA guidelines and Pennsylvania Department of Environmental Protection Chapter 102 erosion and sedimentation control regulations, with failure to implement controls potentially resulting in work stoppage and no time extension or additional compensation.

Implement the measures listed below to prevent erosion and sedimentation caused by construction methods or equipment.

Failure to implement soil erosion and sediment pollution control measures may result in a cease-and-desist order, causing shutdown of the work. No extension of time, nor additional compensation, will be granted if such a shutdown should occur because of acts or neglect of the Contractor.

Install silt sock around spoil areas and any and all work within the 50-foot floodplain of

Little Dogwood Run, as shown on the Drawings, before any earth disturbance activities occur. Maintain the silt sock for the duration of construction.

Installation of bottomless culvert footers and culvert removal must be accomplished under “no-flow” conditions. Utilize a bypass pump and coffer dam as indicated in the drawings.

Immediately upon completion of any segment of the project, seed that segment in accordance with Technical Specification Section 9. The Contractor may, with the approval of the Game Commission, perform temporary seeding operations to maintain finished graded areas until the optimum time for performing permanent seeding.

Periodically remove accumulated sediments from control measures and dispose of them in suitable work areas.

8.3 - MEASUREMENT AND PAYMENT

Lump sum.

TECHNICAL SPECIFICATION SECTION NO. 9 – SEEDING

9.1 - SCOPE

This work is securing a satisfactory stand of grass at all disturbed areas along the roadway including any drainage turnouts and includes preparation of the seed bed, furnishing and placing fertilizer, furnishing and sowing of seed, mulching, and maintaining and tending the seeded areas.

9.2 - MATERIALS

A – Seed Mixture – The seed mixture shall be the following:

Crimson Clover (5 pounds per acre)

Ladino or White Clover (5 pounds per acre)

Oats or Seasonal Wheat (50 pounds per acre)

B - Fertilizer - Fertilizer shall conform to the applicable act specified in Section 804.2 of Pub. 408. Use dry formulation of 10-20-20-analysis.

C - Mulches – Straw; no paper mulch or hay.

9.3 - PROCEDURE

Follow the procedures specified below. The amounts of seed, fertilizer, and mulch specified are the minimum acceptable. The Game Commission may, at its own expense, test the soils to determine if any modifications to the seed and soil requirements are necessary. Employ such modifications if they are deemed necessary, at no additional cost to the Game Commission, and accept full responsibility for obtaining a satisfactory stand of grass.

A - Preparation of Seed Bed by Shallow Tilling - After the areas to be seeded have been graded and approved by the Game Commission, thoroughly till the surfaces to a depth of 3 inches by raking, harrowing, or other approved means. Apply fertilizer at a rate of 500 Lbs. per acre. Make sure that the fertilizer is worked thoroughly into the soil to a depth of 3 inches and the tillage operations are sufficient to ensure that the soil conditions are satisfactory for seeding. Smooth and bring the area to grade.

Immediately prior to sowing, rake the soil to a depth of 3/4 inch. Rake in a direction parallel to the contour lines on the slope, and not uphill or downhill. Remove all sticks, stones, weeds, roots, and other objectionable materials appearing on the surface. Maintain the surface in a true and even condition during sowing of seed. The seeded surface must be as smooth as the surrounding grass area.

B - Sowing - Sow the seed mixture on a still day at a rate specified in Section 13.2 of these Technical

Specifications. Sow by hand or by approved sowing equipment in 2 applications, one-half the seed while the seeder is traveling in one direction and the other half while the seeder is traveling at right angle to the first direction. After sowing, rake, cultipack, or brush drag the surface very lightly, just deep enough to cover the seeds. Rake only in a direction parallel to the contour lines.

You may use hydroseeding or grain drilling, provided all methods and equipment are approved by the

Game Commission. In case of hydroseeding, you may apply fertilizer and limestone at the time of
