About this file

This is a Request for Proposals document for water tank rehabilitation services issued by the City of Longview Water Supply and Purification Division in Texas. The RFP seeks bids for hydrofluorosilicic acid to be used in potable water treatment as an annual requirements contract. The chemical must be delivered in truckload lots of minimum 4,000 gallons with a minimum content of 18.7% (25% solution) and minimum specific gravity of 1.22, meeting NSF/ANSI Standard 60 specifications. The City estimates approximately 74 tons will be needed annually on an as-needed basis, though this quantity is not guaranteed. Sealed bids are due October 29, 2026 at 3:00 PM, with bid opening and award anticipated approximately two weeks thereafter. Deliveries must be made to three water treatment plant locations—Sabine Water Treatment Plant, Cherokee Water Treatment Plant, and Lake O' the Pines Water Treatment Plant—within seven days of order receipt during standard business hours (8:00 AM to 5:00 PM, Monday through Friday). The contract term is one year with the City reserving the right to extend for four additional one-year renewal periods.

All pricing must be FOB destination at one of the three sites with no separate freight charges accepted unless itemized on the bid. Bidders must provide proof of meeting product specifications, three verifiable references for similar services, safety training materials, Workers' Compensation Insurance proof, and Comprehensive General Liability and Comprehensive Automobile Liability Insurance with minimum limits of $500,000 and $1,000,000 respectively. Each shipment must be accompanied by a certificate of analysis with purity assay, certified weight certificate, and Material Safety Data Sheet. The City of Longview offers a local-resident preference, reserving the right to award to a local resident bidder within 5% of the lowest bid price under Texas Local Government Code provisions. Funding is provided through the City of Longview budget for the fiscal year ending September 30, with any obligations beyond that date subject to budget approval.
