About this file
This is a Description of Requirement for Supplies document issued by the Alpena Combat Readiness Training Center (CRTC) on 07 February 2026. The requirement is for a comprehensive upgrade to the existing obsolete Onity Trillium lock system serving approximately 103 facilities across the Alpena CRTC Main campus and Grayling ATG Gunnery Range. The current system presents significant operational risk due to unavailable spare parts and potential complete system failure, which would compromise mission readiness for visiting units conducting pre-deployment preparations.
The project requires a turnkey solution including the supply and installation of a new lock system with preinstallation site survey and onsite project management. The system must support 1,100 total locks (295 left mortise, 452 right mortise, 230 cylindrical, and 110 panic push bar assemblies) and 13 wall readers, all compatible with existing door preparations to prevent door replacement. Hardware must include new escutcheons, control boards, and readers compatible with metal and wood doors, supporting both RFID key cards and existing mag strip cards, with corrosion treatment and weather protection for outdoor installations. The procurement includes two dedicated Windows 11 computers for central management supporting 200 user profiles and 2,000 encoded RFID keys simultaneously, four portable Windows tablets rated for 32°F to 110°F operation with 3-hour minimum battery life, two RFID card encoders, 10,000 dual-tech RFID-HICO key cards, and all necessary batteries and accessories. The system software must be compatible with Windows 11, Windows Server 2012 or 2016, requiring x64 architecture CPU at 3.0 GHz minimum, 8 GB RAM, and 5 GB disk space. Services required include complete installation across both Services and Civil Engineering facilities with initial key card profile setup, comprehensive user training, certification training enabling personnel to complete warranty work without voiding coverage, two operating and manufacturer manuals, four complete tool kits for maintenance, two USB flash drives for system backup, travel and lodging for technicians and installers, and shipping and freight. A mandatory two-year warranty covering faulty component replacement and vendor-provided service is required, with details on extended warranty options requested. All supplied computers and tablets must comply with FCC, IC (ISED), WEEE, RoHS, and REACH standards. A two-year software license is included covering the full 1,100-lock system.

DESCRIPTION OF REQUIREMENT – SUPPLIES
Trillium Lock System -Trillium Locks, Hardware and System Computers with encoders.
MIANG ALPENA CRTC
DATE: 07 FEBRUARY 2026
1. Background and Justification
The Alpena Combat Readiness Training Center (CRTC) requires a comprehensive upgrade to the existing Onity Trillium lock system, which supports approximately 103 facilities across the Alpena CRTC Main campus and Grayling ATG Gunnery Range. The current system is obsolete, making the acquisition of spare parts for repairs or replacements exceptionally challenging and often impossible.
Failure to upgrade the system presents a significant risk of complete system failure. Such an event would lead to mission failure for visiting units that rely on these facilities for their pre-deployment preparations.
This upgrade is critical to ensure operational continuity and mission readiness at the Alpena CRTC.
2. Scope and Key Requirements
The project requires the supply and installation of a new lock system requiring preinstallation site survey, onsite project management.
The project requires the supply and installation of a new lock system that serves as a retrofit or direct replacement for the current infrastructure. The system must meet the following specifications:
Hardware: Each installation must include a new escutcheon, control board, and reader. The hardware must be compatible with both metal and wood doors.
Access Methods: The system to support RFID key cards and existing mag strip key card for secure areas.
Durability: All lock components must be corrosion-treated for standard atmospheric conditions. Locks installed outdoors must be equipped with specialized weather protection kits.
Programmability: The system must be fully programmable to accommodate the specific security and access needs of the CRTC.
Programming & Management: The installation will include portable programming devices and encoders at the two existing locations (Building 2 and Building 122). Onity license fee 500+ Locks
3. Technical Specifications
To ensure seamless integration, the new system software must be compatible with the existing government IT environment.
Component Requirement
Operating System Compatible with Windows 11, Windows Server 2012 or 2016.
Server CPU x64 architecture, 3.0 GHz or faster multi-core processor.
Server RAM 8 GB minimum.
Server Disk Space 5 GB minimum.
Server Display Minimum resolution of 1280x1024 pixels.
Backup Capability Two (2) USB Flash Drive to backup Lock System Computers
4. Warranty
The supplied system and installation must include a mandatory 2-year warranty. Please provide details on any available options for extended warranties.
Subject: Acceptance Criteria for Government Procurement
To be deemed acceptable for procurement by the government, the proposed "Turnkey" locking solution must satisfy the following comprehensive requirements. The system is intended to replace the existing infrastructure entirely, providing a complete and ready-to-operate solution.
OnPortal Front Desk Encoding System
1. Central Computing & System Management
Two (2) dedicated computers, serving as the core of the system, are required for managing user profiles and encoding key cards.
Feature Requirement
System Capacity Must support a minimum of 200 user profiles and the simultaneous management of up to 2,000 encoded RFID keys.
Network Isolation The computers will operate on a standalone basis and will not be connected to the Air Force Network.
