About this file
This is a Cost Proposal Form for Arbitrage Rebate Services in Kentucky. Respondents must complete all requested cost information to be considered responsive to this RFP. The form requires submission of pricing for arbitrage rebate calculation services related to a $200 million bond issue, with pricing structured as either a flat fee or a per-thousand-dollar rate applicable from the issuance date through year five. Respondents must also specify what services are included in their proposed fee structure.
The evaluation methodology allocates a maximum of 25 points to the proposal with the lowest grand total price, with subsequent proposals scored proportionally based on their pricing relative to the lowest bid. In addition to the primary arbitrage rebate calculation fee, respondents must itemize any additional fees that may apply to bond issues or refunding bond series, such as yield restriction analysis, 8038-T preparation, and transferred proceed allocation. Respondents are required to document their assumptions underlying all fee proposals, providing transparency regarding the basis for their pricing structure and any conditions affecting service delivery or cost.
