About this file

This document is a comprehensive Request for Proposal (RFP) Workbook issued by the City of Columbus, Office of Diversity and Inclusion (ODI) for an Availability Study focused on data collection and analysis. The study aims to determine the availability of qualified, capable, and willing businesses in construction, professional services, and goods and services across various certification categories. The project will review five years of data (2019-2023), analyze business availability in Ohio, assess market capacity, and provide recommendations for improving the city's supplier diversity programs. The selected contractor will be responsible for comprehensive data review, stakeholder engagement, statistical analysis, and developing a final report that can withstand potential legal challenges.

The RFP indicates that pricing details will be submitted in a separate section, with the overall contract structured to evaluate multiple aspects including project approach, past performance, quality and feasibility, offeror competency, and response clarity. The evaluation will use a point-based scoring system across seven categories, totaling 100 points, with the most weight given to project approach (20 points) and competency (20 points). Cost is the lowest weighted factor at 5 points. The study seeks to categorize businesses by industry, NAICS codes, procurement categories, and various certification designations such as SBE, DBE, SRBE, RBE, EBE, LGBTE, MBE, WBE, and VBE, with a focus on providing actionable insights to enhance the city's diversity and inclusion procurement strategies.

Workbook Instructions
For proposals to be considered responsible, this workbook MUST be completed.
Cells shadedRequiredare for required offeror response.
Some answers can be lengthy, and/or require charts, diagrams or other pictorials. Such response content may be included in a separate "attachment." For ease and organization, one file (rather than multiple) is recommended for all such content. When response extends out to such an attachment, please tell us where to look -- references (filename, page, ref point) need to be included within this workbook pointing to said content. While not required, we recommend references in the opposite direction as well (from attachment back to this workbook). To facilitate evaluation, all short, concise responses must be recorded within this workbook -- do NOT place all answers/responses within the attachment and leave this workbook blank.
Cells shadedOptionalare for optional offeror response information within attachments.
For ease of referencing, note that item numbers are simply the tab number concatenated with the Excel row number.
No Proposal Reply
To assist us in obtaining feedback regarding the quality of our Request for Proposal, we ask that each firm that has received an invitation, but does not wish to propose, state their reason(s) below and return it to us.

This information will not preclude receipt of future invitations.

Unfortunately, we must offer a "No Proposal" at this time because:

Offeror name:

We do not wish to participate in the proposal process.

We do not wish to propose under the terms and conditions of the RFP document. Our Objections are:

We do not feel we can be competitive because...

We do not provide the services on which the Proposals are requested.

Requirements/Questions/Requests for Descriptions
2.2.1 General Requirements10
9.11The Study will determine whether there is a significant statistical disparity between the availability of qualified, capable, willing businesses in construction, professional services, and goods and services, and the utilization of such businesses by the city or by the city’s prime contractors. This may be categorized by various classifications102.2.1
2.2.2 Data Review and Collection10
9.13The Study will consider five-years (2019 – 2023) for each contracting area which will be indicated. Data reviews will include data sources for contracts with and without subcontracting goals. Data should include disaggregation by the following certifications or designations but not limited to: SBE/DBE/SRBE/RBE/EBE/LGBTE/MBE/WBE/VBE.102.2.2
9.14Describe how the review will encompass key data sources (see RFP Sect. 2.2.2 for list and descriptions of key data sources).102.2.2, first bulleted list

9.19The availability analysis will provide a detailed explanation of how availability is measured and the methodology used for calculating it. Businesses that are considered "ready, willing, and able" are those capable of providing the required work or goods and are available when solicited.202.2.4 para 3

This will include a review of relevant directories of certified firms, bidder lists, and any other pertinent data to assess availability202.2.4 para 4
9.21The Study will categorize the availability statistics by contracting area, breaking down the data into several different categories.20
9.22Additionally, the Availability Analysis will estimate the availability and capacity of firms that could reasonably be expected to exist in the market (see bulleted list in para 6 in sec 2.2.3).202.2.3 see bulleted list
