About this file

This is a Bidder's Disclaimer Statement for Hays Consolidated Independent School District (CISD) related to a Medical and Safety Supplies contract opportunity in Texas. The document establishes ethical and legal requirements that all bidders must acknowledge and certify upon submission. Bidders must certify they have not offered, conferred, or agreed to confer any pecuniary benefit or thing of value in consideration for information, special treatment, or advantage related to the bid, nor have they attempted to influence district officers, trustees, agents, or employees through unauthorized considerations. Bidders must also confirm they have not received information unavailable to other bidders and have not violated any state, federal, or local laws relating to bribery, improper influence, or collusion. Additionally, bidders certify they will not offer future pecuniary benefits or things of value to district personnel in connection with the bid, its submission, award, or performance.

The document includes mandatory felony conviction notification requirements under Texas Legislative Senate Bill No. 1, Section 44.034, whereby persons or business entities entering into contracts with the school district must provide advance notice if they or their owners/operators have been convicted of a felony, with details of the conviction. This requirement does not apply to publicly-held corporations. The document also addresses conflict of interest policies prohibiting district trustees and employees from accepting gifts or entertainment from vendors, and the district will not conduct business with its own trustees or employees. Bidders must indicate certification status as a Historically Underutilized Business (HUB) and provide demographic information regarding ownership and gender.
