Best Value Quote 2508-112

Tire Recycling and Reuse Program

The City of Frisco is receiving quotes from qualified contractors to provide all equipment, labor, personnel, and tools necessary to transport, process, recycle, and/or reuse scrap tires for City departments on an “as needed” basis.

The City will have the right and option to extend the initial one-year term of the contract for four

(4) additional one (1) year periods upon the same terms and conditions. The City will also have the right to terminate the contract upon thirty (30) days written notice. Annual quantities are estimates only, and not a guarantee of purchase.

Scope Of Work

The scope of work for this request includes:

1 – Provide pickup, transportation and disposal of scrap tires (automotive, light truck, heavy truck and off-road).

Common sizes include, but are not limited to: 245-55r18, P235/55r17, P265/60r17, P225/60r16, 12r22.5, P225/60r18, P235/5r17, LT245/75r17, P245/70r19.

2 – Service Schedule

- Regular pickup shall occur on regular business days, Monday through Friday, 7:00 a.m. to 3:30 pm, excluding city-observed holidays.

- Pick up locations – Listed below are tire recycling pick up locations.

• Fleet Services at 11200 Research Rd., Frisco, TX 75033.

• Fire Fleet Services at 8860 Tomlin Dr., Frisco, TX 75034

- Pickup should be scheduled at least once a quarter.

Contractor shall notify the City Contract Administrator immediately of any failure to provide service as specified. Incomplete services due to any reason (because of bad weather or equipment taken out of service) shall be rescheduled by mutual agreement within forty-eight

(48) business hours.

On-demand requests should also be an option with a 48-hour response time to on-call requests.

Reuse / Repurposing option

Contractors are encouraged to submit proposals for reuse or repurposing of scrap tires in addition to traditional recycling/disposal, such as retreading, conversion into new products, or other sustainable uses.

Contractors must describe the method, facility, compliance including Texas Commission on

Environmental Quality (TCEQ), and end use.

Pricing

- Bid must include per tire pricing, fuel surcharge information, and information on volume discounts or tiered pricing.

- All fees and applicable taxes shall be included in the price. Pricing shall remain firm for the contract term.

Compliance requirements

Licensed tire recyclers: The respondent must hold all required licenses and permits for tire hauling, storage, recycling, or reuse. Copies of these licenses and permits must be submitted with the quote.

Services to be completed following all local, state, and federal guidelines and regulations.

Contractors shall comply with all local licensing, manifesting and regulatory requirements to transport, dispose and process tires per any City, County, State and Federal rules, ordinances, laws and regulations as set forth now and any enacted in the future. The contractor shall keep accurate records for services performed and provide the City with copies of manifest for any scrap tires picked up. The contractor shall provide copies of manifests directly to the person requesting services.

Upon pickup, the contractor must provide all required documentation, including bills of lading, manifests, and certificates of recycling or reuse.

Certificate of insurance

The perspective contractor must supply a certificate of insurance as per the City of Frisco requirements and guidelines.

Evaluation/Selection Criteria

The City of Frisco will select the contractor that submits the quote that offers the best value for the governmental entity based on the following evaluation criteria:

- Cost 40%

- Compliance 25%

- Reuse / repurpose options 20%

- References 15%

CITY OF FRISCO CONTRACTOR INSURANCE REQUIREMENTS

Contractors providing good, materials and services for the City of Frisco shall, during the term of the contract with the City or any renewal or extension thereof, provide and maintain the types and amounts of insurance set forth herein. All insurance and certificate(s) of insurance shall contain the following provisions:

1. Name the City, its officers, agents, representatives, and employees as additional insureds as to all applicable coverage with the exception of workers compensation insurance.

2. Provide for at least thirty (30) days prior written notice to the City for cancellation, non-renewal, or material change or modification of any policies, evidenced by return receipt or United States Mail. The words “endeavor to” and “but failure” (to end of sentence) are to be eliminated from the Notice of Cancellation provision on standard ACORD certificates.

3. Provide for a waiver of subrogation against the City for injuries, including death, property damage, or any other loss to the extent the same is covered by the proceeds of insurance.

4. Endorsement applicable to each policy provided.

Insurance Company Qualification: All insurance companies providing the required insurance shall be authorized to transact business in Texas and rated at least “A” by A.M. Best’s Key

Rating Guide, or other equivalent rating service(s).

Certificate of insurance: A certificate of insurance evidencing the required insurance shall be submitted with the contractor’s bid or response to proposal. If the contract is renewed or extended by the City, a certificate of insurance shall also be provided to the City prior to the date the contract is renewed or extended.
