BRAND NAME JUSTIFICATION
1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey plans to contract by means other than full and open competition. This document sets forth the justification and approval for award of a purchase order on a limited source basis as required by FAR 13.106-1.
2. Nature of Action Being Approved.
The USGS Volcano Science Center (VSC) and USAID Volcano Disaster Assistance Program (VDAP) are in need of highly specialized 'multi-GAS' (Multiple Gas Analyzer System) stations and portable instruments to match other volcanic gas monitoring instruments developed in-house by VSC scientists and in use to monitor volcanic activity across the US and abroad by VDAP partners.
3. Description of Supplies or Services
Multi-GAS instruments allow scientists from the USGS and VDAP partner agencies to better monitor the activity of restless volcanoes and thus contribute to improved forecasts of volcanic activity. Permanent multi-GAS stations and smaller, portable multi-GAS for discrete measurement campaigns have become important components of modern volcano monitoring programs. In the US, permanent multi-GAS instruments have been deployed to monitor gas compositions at Mauna Loa, K lauea, Mount St. Helens, Yellowstone, Mount Lassen, Mammoth Mountain, and Augustine, and (through VDAP) abroad in Indonesia, the Philippines, Costa Rica, and Ecuador. USGS-constructed portable multi-GAS have been used at the previously-listed locations as well as throughout the Aleutian Islands (Alaska), the Democratic Republic of Congo, Ecuador, El Salvador, Colombia, and in New Zealand.
The Multi-GAS Station must include:
Campbell Scientific CR-1000X datalogger with industrial 8 Gb memory card, programmed to match existing VSC-VDAP instruments and to fold in seamlessly with existing telemetry networks
Built-in mounts for Licor LI-850 (CO2/H2O) and City Tech T3ST/T3H (SO2/H2S) gas sensors
Licor LI-850 (CO2/H2O) gas sensor, configured/tested to match existing VSC-VDAP instruments
City Tech T3ST/T3H (SO2/H2S) gas sensors, configured/tested to match existing VSC- VDAP instruments
Custom sulfur sensor manifold machined from polypropylene, Teflon, PEEK, or Kynar manufactured to match existing VSC-VDAP instruments
Chassis mounts for custom power distribution board and 3D printed enclosure Integrated and fully redundant mini air pumps from Brailsford, Inc. to match existing VSC-
VDAP instruments

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority FAR 13.106-1
6. Rationale Supporting Use of Citation in No. 5.
The specific brand-name parts listed above are already used in other multi-gas-sensing systems across the VSC and internationally by VDAP partners. The VSC and VDAP require the same sensors on new systems to ensure all of our systems/stations are compatible with each other for both maintenance and data processing. There cannot be a mix of inconsistent datasets/instrumentation across VSC and VDAP-supported gas monitoring networks; these instruments are used across the Volcano Science Center and internationally with the Volcano Disaster Assistance Program. USGS cannot afford the time or the resources to have a single station out of many that uses different components with different programs and different calibrations.
7. Other Information. Purchase and assembly of the above components will be the subject of a competitive request for proposal. This brand name justification simply provides the rationale to require specific components in the performance work statement of the assembly award.
8. The Efforts to Identify Additional Sources Including the Market Research Conducted.
