About this file
This is a Certification Regarding Lobbying form (Attachment C) required for bids exceeding $100,000 on federal contracts, grants, loans, and cooperative agreements. The certification applies to the Harris County Sheriff's Office Pepper-ball Launchers Invitation to Bid in Texas and contains mandatory disclosure requirements under 31 U.S.C. 1352 (as amended by the Lobbying Disclosure Act of 1995). Bidders must certify that no federal appropriated funds have been or will be paid to influence federal decision-makers in connection with this contract award. The form requires the authorized official of the bidding entity to sign and affirm the truthfulness of the certification, acknowledging understanding that provisions of 31 U.S.C. 3801 et seq. apply to the submission.
If any non-federal funds have been or will be used for lobbying activities related to this contract, bidders must complete and submit Standard Form-LLL (Disclosure Form to Report Lobbying Activities). The certification is a material representation of fact required as a prerequisite for contract award. Failure to file the required certification subjects the bidder to civil penalties ranging from $10,000 to $100,000 for each violation. Additionally, bidders must ensure that identical lobbying certification language is incorporated into all subaward documents at every tier, with all subrecipients required to certify and disclose accordingly. The disclosure form requires detailed information including the type of federal action, reporting entity details, federal agency information, lobbying registrant names and addresses, and individual names performing lobbying services.
