About this file

This document is an Appendix A - Scope of Services for the Beaufort-Jasper Water and Sewer Authority (BJWSA) detailing an engineering contract for a Water Resource Facility (WRF) improvement project. The project involves professional engineering services across five primary tasks: Project Administration, Evaluation of Existing Conditions, Survey and Geotechnical Exploration, Design Phase Services, Permitting, and Bidding Support. The engineer will be responsible for managing project progress, conducting site surveys, performing geotechnical investigations, developing construction drawings and specifications, obtaining necessary permits, and providing bidding assistance. The project anticipates two construction contracts: one for installing owner-procured secondary clarifiers and another for remaining improvements.

The scope requires the engineer to provide comprehensive services including bi-weekly progress meetings, multiple design phase submissions (30%, 60%, 90%, and 100%/Bid-Ready), design workshops, cost estimating, and coordination with BJWSA staff and governmental entities such as the South Carolina Department of Environmental Services and Beaufort County. The engineer must prepare detailed reports, develop technical specifications, verify design constraints, and minimize disruptions to existing water resource facility operations during construction. Cost estimates will progress from Class 4 to Class 2 estimates, and the engineer will be responsible for preparing conformed drawings and specifications, facilitating contract agreements, and coordinating bond and insurance requirements.
