About this file
This is an Addendum #1 to a Request for Proposal (RFP-25-005) issued by the Tohopekaliga Water Authority for Instrumentation and Control Services. The addendum modifies the original solicitation, with key changes including updated minimum requirements for vendor support (now requiring on-site support within two hours and a 24/7 emergency contact number) and changing certification requirements from mandatory to preferred status for Global Industrial Cyber Security Professional (GICSP), Cisco Certified Network Associate (CCNA), and Fortinet Network Security Expert (NSE) certifications. The bid due date remains unchanged, set for August 07, 2025, at 2:00 PM, with bids to be submitted through the Bonfire hub.
The addendum also addresses potential bidder questions, clarifying that after-hours callouts are expected to be extremely rare and will be compensated at a single hourly rate based on actual hours worked, with no additional on-call compensation. The water authority indicates that most work will be planned and scheduled in advance, and a site visit is deemed unnecessary as all relevant hardware and software details are clearly defined in the RFP documentation. The solicitation appears focused on securing a vendor capable of providing flexible, responsive instrumentation and control services with strong technical expertise and emergency support capabilities.

III. QUESTION AND ANSWER:
Q1. For dedicated after-hours support, what minimum compensation will be provided for on-call personnel?
A1.
The expectation is that a single hourly rate will apply to all callouts, whether during regular business hours or after-hours. After-hours callouts are expected to be extremely rare and would occur only under exceptional or emergency circumstances.
No additional or minimum compensation will be provided for on-call availability.
Compensation will be based solely on the actual hours worked during a call-out.
Q2. What is the anticipated frequency for call-outs?
A2.
If the question is in reference to after-hours callouts, the anticipated frequency is rare and would occur only under exceptional or emergency circumstances. Most work will be planned and scheduled in advance through work tasks as part of our regular operations. If the question pertains to the overall frequency of work requests during the contract term, that will be determined based on Toho needs.
Q3. Can a site visit be arranged?
A3.
A site visit should not be necessary. All relevant hardware and software details have been clearly defined in the RFP documentation.
IV. DUE DATE:
The due date remains unchanged. Tohopekaliga Water Authority will receive sealed Bids from Prospective Bidders until 2:00 PM on Thursday, August 07, 2025.
Acknowledgment is hereby made of Addendum #1.
