ADDENDUM # 1 DATE: September 23, 2026

REFERENCE: Request for Proposal: R-LD-27000 RFP Issue Date: September 10, 2026

Title: Industrial Hygiene Services Sealed Proposal Due Date: October 1, 2026, no later than 2:00 p.m. ET

All Offerors are advised of the following changes and clarifications in the referenced solicitation:

Questions & Responses:

1. Question: Can you clarify what support may be needed in section 3.8 and how quickly the contractor is required to respond to said event?

Response:

Support may include consultation with PWCS staff, site assessment, IAQ measurements, moisture evaluation, sampling when warranted, identification of potential contributing conditions, preliminary recommendations, and follow-up documentation.

For conditions designated by PWCS as an emergency, the Contractor shall acknowledge the request within one (1) hour and, when onsite response is requested, be capable of mobilizing qualified personnel to the affected PWCS facility within four (4) hours, unless otherwise directed by PWCS.

For non-emergency expedited assignments, the Contractor shall acknowledge the request within four (4) business hours and provide onsite services within one (1) business day, unless another timeframe is established by PWCS in the applicable task order.

2. Question: Can you specify what is considered to be an emergency and expedited response in section 7.12?

Response:

For emergency assignments, the Contractor shall acknowledge the request within one (1) hour and, when an onsite response is requested, be capable of mobilizing qualified personnel within four (4) hours unless otherwise directed by PWCS.

An expedited response refers to a non-routine assignment that, while not necessarily an emergency, requires a faster response or completion schedule than would normally be expected for routine task-order work.

Examples may include accelerated site assessments, sampling, analytical services, reporting, project monitoring, or other services needed to support an operational or project deadline.

For expedited assignments, the Contractor shall acknowledge the request within four (4) business hours and provide onsite services within one (1) business day, unless another timeframe is specified by PWCS.

Routine services will continue to be scheduled under the applicable task order, based on scope, priority, and the required completion schedule.
