About this file

This document is an Addendum No. 1 for Invitation for Bid (IFB) #25/26-05 issued by the Alameda County Water District (ACWD) for Coated Asset Painting services. The solicitation seeks a contractor to perform comprehensive painting services for water storage tanks, including both interior and exterior painting, sandblasting, and touch-up work. The contract will be a two-year base period time-and-materials agreement, with potential for price adjustments after the initial term. A pre-bid meeting was held on August 4, 2025, with representatives from several painting companies in attendance. The tanks vary in size, ranging from 0.5 to 1.5 million gallons, and require specific certifications, including QP1 and QP2 from the Society for Protective Coatings (SSPC).

The contract will be structured as a time-and-materials arrangement with no predetermined budget, and rates will be determined based on submitted pricing and operational needs. Contractors must possess appropriate state and local business licenses and comply with California Air Resources Board (CARB) requirements. Work will typically be performed during normal business hours (7:00 a.m. to 3:30 p.m.), with potential schedule modifications. The exterior coating will normally involve a three-coat process using epoxy primer, intermediate coat, and polyurethane topcoat. Overtime will be limited to 1.5x base rate and requires prior approval. Equipment specifications are standardized for bidding purposes, including a 3/4-ton service truck, 3000 PSI power washer, 3000W generator, and other specified equipment. Markups on equipment rentals and subcontractor costs will be included in the overall pricing.
