Statement of Need Summary

This Statement of Need documents the Space Science Division (Code 7600) at the Naval Research Laboratory's requirement to procure 12 Apple MacBook Pro laptops with delivery expected by August 21, 2026. The procurement includes four 16-inch MacBook Pro models with M5 CPU, 24GB RAM, and 2TB SSD; two 14-inch MacBook Pro models with M5 CPU, 32GB RAM, and 2TB SSD; and six additional units with varying configurations featuring M5, M5 Pro, and M5 Max processors with RAM ranging from 48GB to 64GB and storage from 1TB to 4TB SSD. All units require English keyboards and will be delivered to Space Science Division, Code 7600, Building 209, Room 108, 4555 Overlook Avenue SW, Washington DC 20375, Attention: Mr. Gary Small.

The justification emphasizes that macOS is a technical necessity for Code 7600's computational infrastructure, as the division's workflows depend on custom-developed POSIX-compliant UNIX command-line tools, specialized scientific libraries, and proprietary software applications that have been natively compiled and optimized specifically for macOS over years of development. The document argues that transitioning to an alternative operating system would break existing scientific workflows, halt active projects, and require costly software refactoring that would redirect scientists from core research tasks. The procuring activity requires vendors to reference the attached Mac Business Solutions quote for detailed hardware descriptions, and all delivered items must be received in full working order to be accepted as final by NRL.

STATEMENT OF NEED

TITLE: Space Science Division MacBook Pro Purchase

I. Purpose

Code 7600 has an urgent need to order multiple Apple MacBook Pro laptops to replace ageing or inadequate computers as well as to provide new employees (including an NRL detailee and recently hired NRC postdocs) with GFE computers.

II. Scope

The vendor will provide a proposal/quote for the hardware items below. Please use the attached quote from Mac Business Solutions (MBS) for detailed descriptions for each computer.

The Code 7600 Space Science division requires Apple MacBook Pro laptops running the proprietary macOS operating system to support ongoing projects. Apple is the sole manufacturer of this ecosystem, which serves as the foundation for Code 7600’s computational infrastructure. The macOS platform is a technical necessity because the division's workflows rely on custom-developed, POSIX-compliant UNIX command-line tools, specialized scientific libraries, and proprietary software applications. These software assets have been natively compiled and optimized specifically for macOS over years of development, meaning they cannot run natively on Windows-based systems without extensive, costly modifications.

Procuring an alternative operating system would break existing scientific workflows and halt active projects.

Transitioning away from macOS would obligate the government to fund a costly, unplanned software refactoring initiative, redirecting specialized scientists from core research tasks to basic code translation and platform troubleshooting. Utilizing macOS ensures that the complex developer pathways, localized configurations, and custom environments of the scientists can be seamlessly and rapidly migrated from legacy systems to the new hardware. This rapid migration allows personnel to return to full operational capacity within hours rather than weeks.

Ultimately, failing to acquire Apple MacBook Pro hardware running macOS will result in unacceptable schedule slippage for active deliverables. The time required to re-engineer, test, and validate Code 7600's custom software suite on a non-macOS environment would introduce months of delays to mission-critical work. Because macOS is the only platform capable of running this existing software suite without complete redevelopment, Apple MacBook Pro laptops represent the only viable solution that preserves established workflows and maintains operational continuity.
