The services will be provided to Detroit WIC program participants on an as-needed basis. The advertisement date was May 14, 2026, with a questions deadline of May 18, 2026 at 3:00 p.m. Eastern, answers distributed by May 19, 2026, and proposals due May 21, 2026 at 2:00 p.m. Eastern. The total contract value is $10,000.00, with services compensated at a rate of $60.00 per hour for International Board Certified Lactation Consultant (IBCLC) referrals. The sole source justification cites a previous four-year arrangement under which SEMHA contracted with Favor Community Services to provide these services, identifying Favor Community Services of Eastpoint, Michigan as the intended source. However, the notice invites any interested party to submit evidence of capability within seven business days of publication, and the City retains sole discretion to determine whether to conduct competitive procurement based on responses received. The procurement is funded through the Michigan Department of Health and Human Services grant. All respondents must register in EUNA Bonfire to access bid documents and must provide clear and convincing evidence of their ability to provide the requested lactation consulting services.
