About this file
RFQ Summary
This is a Request for Qualifications (RFQ) issued by the City of McKinney and the McKinney Housing Finance Corporation (MHFC) for Real Estate Development Services to develop an affordable housing project. The MHFC seeks an experienced development team to design and construct approximately 20 affordable attached single-family townhomes with two small pocket parks on a 3.6-acre City-owned property located at the southwest corner of North Lake Forest Drive and Summit View Drive in northwest McKinney. The project is organized as a Community Land Trust (CLT) model, where the MHFC maintains land ownership while selling homes to income-eligible households, with affordability targets ranging from 60 to 120 percent of Area Median Income. The RFQ deadline for submissions is 2:00 p.m. Central Standard Time on Thursday, May 21, 2026, with responses accepted electronically through the City's Bonfire procurement portal or by hand delivery/mail to City Hall. No bidder's conference is anticipated. The selected developer must obtain a Certificate of Occupancy within 24 months of groundbreaking and will enter into a Memorandum of Understanding with the MHFC prior to commencing pre-development activities. The evaluation committee will assess submissions using a weighted point system with a minimum threshold of 70 points required for consideration, with finalist interviews potentially conducted at the committee's discretion.
The RFQ contains no specific pricing requirements during the qualification phase, as pricing will be solicited from qualified firms at a later time. The City has appropriated $1,000,000 from its General Fund to support CLT efforts, though the selected developer is solely responsible for securing all additional financing necessary to fully fund and construct the project. Evaluation criteria emphasize the developer's experience with permanent affordability mechanisms, Community Land Trusts, and deed-restricted homeownership; proven financing capacity for affordable housing; construction management practices; community engagement approach; and relevant development experience with multi-unit attached and detached housing completed within the last five years. The developer must provide certified financial audits or disclosures from the past two years and disclose any litigation history from the preceding five years. Required insurance includes Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Workers' Compensation, Business Automobile Liability ($1,000,000 combined single limit), and Professional Liability Insurance ($1,000,000 per occurrence/$2,000,000 aggregate). The response is firm and irrevocable for 60 days from submission.

SECTION 2 - INTRODUCTION
2.1 BACKGROUND AND SPECIAL CONCERNS:
The City of McKinney is located approximately 30 miles north of Dallas, Texas. The MHFC is a quasi-public instrumentality of the City of McKinney formed in 1980 under Chapter 394 of the Texas Local Government Code to implement strategic solutions to increase affordable housing in McKinney. The MHFC facilitates the development and preservation of affordable housing for low-to-moderate income residents. The MHFC finances the cost of residential ownership and development on behalf of the City to provide decent, safe and sanitary housing for City residents at affordable prices.
MHFC was designated by the City Council to operate as a Community Land Trust (“CLT”). In addition, the City Council executed a Special Warranty Deed to convey a City-owned property to the MHFC for its first CLT development project; which may include approximately 20 affordable townhomes with two small pocket parks. There is currently $1,000,000 appropriated from the City’s General Fund to the CLT to support the CLT’s various efforts.
A CLT is a housing ownership structure whereby a designated non-profit maintains ownership of the land, sells the home to an income-eligible household, and leases the underlying land to the homeowner. This ownership model significantly reduces the property taxes paid by the homeowner and provides for long-term affordability of the homes located in the CLT. The CLT will set the terms for the ground lease(s) (usually 99 years) and options for resale to maintain affordability.
2.2 REQUEST FOR QUALIFICATIONS:
The MHFC invites developers experienced with Community Land Trusts to submit qualifications for the development of 20 affordable attached single-family townhomes with two small pocket parks (the “Project”) on the designated MHFC property within the boundaries more particularly described on Exhibit D, attached hereto ( the “Project Site”).
The MHFC is seeking an experienced professional development team (the "Developer") that includes a developer/project manager, architect, engineer, and contractor/builder to partner with the MHFC for the purpose of developing the Project on the Project Site. The townhomes will be sold by the MHFC as long-term affordable owner-occupied housing held within the CLT. The affordability mix for the Project should include units ranging from 60 to 120% of the Area Median Income to expand pathways to homeownership for families in McKinney.
Before the commencement of any pre-development activities, the MHFC and the Developer will enter into a mutually agreeable Memorandum of Understanding (the "MOU" or “Agreement”) setting forth the terms and conditions for the Project, which will be subject to the approval of the MHFC Board. The executed MOU will contain provisions outlining the selected Developer and MHFC’s obligations for the proposed Project and each other, and include milestones related to the design, phasing, and funding of the Project. The selected Developer should anticipate coordinating with MHFC as the Owner to design the Project so the development can be constructed in phases and efficiently sold by MHFC to income-eligible homebuyers.
City of McKinney, Texas – RFQ No. 26-43RFQ Page 11 of 22
The selected Developer shall be solely responsible for securing the financing necessary to fully fund and develop the Project.
Additional points will be awarded to developers with a proven ability to finance affordable housing. Evaluation will prioritize experience with permanent affordability mechanisms including, but not limited to, Community Land Trusts or deed-restricted homeownership.
2.3 PROJECT SITE INFORMATION:
The Project Site, located on the southwest corner of North Lake Forest Drive and Summit View Drive, contains approximately 3.6 acres of vacant land located just outside the Summit View Lake neighborhood in northwest McKinney. The Project Site is owned by the MHFC. The property currently has a Planned Development District (“PD”) zoning designation that was approved in 2025, which allows for townhomes.
The existing zoning regulations permit the development of no more than twenty (20) dwelling units on this property.
2.4 DEVELOPERS ROLE:
The following is a representative list of the Developer’s expected responsibilities. The following list is not inclusive of all duties. Such duties will ultimately be set forth in the MOU between the MHFC and selected Developer.
