About this file

This is a Proposer Questionnaire document for investment consultant services being solicited by the North Texas Municipal Water District (NTMWD) in Texas. The questionnaire requires proposers to provide comprehensive responses across 26 items addressing firm qualifications, investment philosophy, and service delivery capabilities. Key areas of evaluation include the firm's organizational culture and unique value proposition, fiduciary status and regulatory compliance, quality assurance programs, and onboarding and transition plans. Additionally, proposers must demonstrate expertise in investment strategy development, asset allocation modeling, portfolio risk management, and investment manager selection and monitoring. The questionnaire also requests information on the firm's approach to governance document development, benchmark selection, rebalancing recommendations, and tactical portfolio strategies, along with composite client returns for comparable services over 1-, 3-, 5-, and 10-year periods.

The questionnaire does not specify pricing terms, set-asides, or contract duration within this document, as it functions as an evaluation tool rather than a formal request for proposal with contractual terms. Proposers are expected to address anticipated transition challenges and articulate how success will be measured in the client relationship. The firm must also identify any inherent scope of work challenges related to managing retirement plan assets and other post-employment benefits trust investments. This questionnaire serves to assess proposer qualifications, experience, and alignment with the District's investment management and governance objectives prior to formal contract award.
