About this file
This is a Questionnaire (Attachment A) issued by Walworth County, Wisconsin, for the procurement of a Vendor Management System for Accounts Payable Vendors. The questionnaire requests proposers to demonstrate qualifications, company information, and solution capabilities across four primary service areas: vendor onboarding software, vendor verification services, vendor compliance monitoring, and electronic vendor payment services with fraud indemnification. Proposers must confirm minimum qualifications including at least two years of verifiable experience providing accounts payable vendor management software solutions, current implementation and go-live status of the proposed solution, proper licensing and incorporation in Wisconsin, and absence of debarment or conflicts of interest. The questionnaire also requires respondents to acknowledge receipt of all addenda and provide contact information for clarifications.
The questionnaire addresses specific technical and functional requirements organized into detailed modules. Vendor onboarding software must include digital registration capabilities, multi-factor authentication, integrated document management for compliance forms, configurable document requirements, and automated integration with the County's ERP system (specifically Tyler Munis). Vendor verification services must validate legal name, address, Tax Identification Number, and banking information to prevent fraud. Vendor compliance services, listed as preferred rather than required, should include regular sanctions and debarment list monitoring with automated notifications and audit trail documentation. Vendor payment services must support secure electronic disbursement via ACH or virtual card, provide indemnification coverage against payment fraud, and offer real-time payment tracking. Additional technology requirements include cybersecurity industry certifications, multi-factor authentication, secure data integrations via APIs, and network and system security documentation. The file does not specify pricing, contract term, award dates, or other procurement timeline details.
