This technical specifications document outlines sludge removal and disposal services required by the Bucks County Water and Sewer Authority for their Harvey Avenue Wastewater Treatment Plant located in Doylestown, Pennsylvania. The contractor will be responsible for hauling dewatered sludge to an approved Pennsylvania Department of Environmental Protection (PA DEP) permitted landfill facility. The contract term extends for an initial five-year period with one optional successive five-year renewal term, for a total potential contract duration of ten years. Sealed proposals were due by 10:00 A.M. on July 13, 2026, via the PennBid program. Sludge removal operations must occur Monday through Friday between 6:00 A.M. and 8:00 A.M., with the contractor maintaining three dedicated 25-yard dumpsters (two onsite, one offsite) to facilitate continuous operations. The estimated sludge volume for bidding purposes is 75 tons per week on average, with specifications requiring minimum loads of 16 tons and maximum loads of 18 tons per trip, not to exceed 180 tons over a two-week period.
Pricing for the contract shall be submitted as a fixed base rate per ton for the initial five-year term, with any renewal option escalated by the Consumer Price Index (CPI-Urban USA) or a percentage cap specified by the contractor. Additional cost increases may be applied during the contract term for landfill host municipality fees under Act 101, recycling and post-closure fees, governmental taxes or assessments specific to landfill operations, and actual expenditures incurred by the landfill due to regulatory changes. Bidders must submit a 10 percent certified check or bid bond with their proposal and cannot withdraw their bid within 60 days after the scheduled closing time. The contractor is responsible for obtaining all necessary permits and approvals, including PA DEP Form 43 certification, and must provide proof of a separate approved emergency disposal facility and comprehensive liability insurance in compliance with PA DEP Chapters 271 and 285. The Authority reserves the right to terminate the contract at any time during the initial five-year term or any renewal period upon 90 days' written notice prior to the contract anniversary date.

GENERAL: Removal of sludge dumpsters shall be performed every day Monday through Friday between the hours of 6:00AM and 8:00AM, or otherwise at the request and direction of the Bucks County Water and Sewer Authority when called in to the contractor by 1pm the day before the dumpster is to be removed and replaced with empty container. The Authority may from time to time require two dumpsters to be removed the same day.
The Contractor must dedicate three containers to the site. Two containers must remain onsite at all times, under the dumpster bay. The other container must be stored offsite at the Contractor’s preferred location to facilitate swap-and-hauling operations. The Contractor must bring an empty container onsite to exchange for the full one being removed, for every haul request. A container cannot be removed without being replaced with an empty container, at the time of pickup. This includes the timeframe of when a full container is being hauled to landfill for disposal. An empty container must always remain in place along the other onsite container, as to not impede the operations of the centrifuge.
Sludge shall be removed from the Bucks County Water and Sewer
Authority Harvey Avenue Wastewater Treatment Plant, located at 300 Harvey Avenue, Doylestown, PA, and transported to the approved PA DEP approved sludge landfill or land application facility, as directed and approved by the Bucks County Water and Sewer Authority.
The removal and transport of sanitary sewage sludge from the Bucks
County Water and Sewer Authority Harvey Avenue Wastewater Treatment Plant shall be permitted by the Department of Environmental Protection and other local, state and federal authorities, as applicable. Copies of hauling and disposal permits shall be provided to the Bucks County Water and Sewer Authority as part of the bid. Permit renewals must be provided to the Authority as they become effective during the life of the Contract.
The Contractor must provide written confirmation of approval by the disposal site operator to accept sludge at their facility as part of the bid. The Contractor must continue to maintain this approval during the life of the Contract.
GENERAL: The Contractor must maintain a separate manifest for each truck load of sanitary sewage sludge removed from the Bucks County Water and Sewer Authority Harvey Avenue Wastewater Treatment Plant. This manifest must be provided to the Authority together with a monthly invoice. The manifest shall act as a “chain of custody” and is to contain the signature of the operator at the Bucks County Water and Sewer Authority Harvey Avenue Wastewater Treatment Plant, the carrier operating the transport vehicle and the disposal site operator. The date and times of signature must also be documented on the manifest. A copy of the partially completed manifest shall be provided to the operator at the Bucks County Water and Sewer Authority Harvey Avenue Wastewater Treatment Plant at the time of sludge removal. Contractor will exchange the full dumpster with an empty dumpster at time of pick up. The Authority requires 25 yard dumpsters.
TS- 3
The Contractor must further have the ability to remove and transport sludge quantities as follows:
A. A minimum load of 16 tons per trip. Maximum load of 18 tons per trip.
B. Maximum 180 tons over a two (2) week (10 hauling day) period.
The estimated volume of sludge removal at the Bucks County Water and
Sewer Authority Harvey Avenue Wastewater Treatment Plant for the purpose of bidding is 75 tons per week on average. Sludge concentrations average 15-20% solids. However, the Authority will not be restricted by the Contractor to either a minimum or maximum weekly quantity.
Monthly invoices shall be submitted to the Authority for the work done as of the last day of each month, during the life of the contract. The monthly invoice shall summarize the quantity of sludge removed and transported, including the specified dates when this work was performed. Copies of each individual manifest, completed in accordance with specification shall be included with the invoice.
TS-3
The driver of the sludge vehicle is responsible for the connection/hook-up to the Facility. Harvey Avenue Wastewater Treatment Plant personnel will not be available to assist with this process.
The Contractor shall have available and utilize an emergency sludge disposal facility in the event emergency circumstances prevent sludge disposal at the primary facility. The primary facility may not be used as the emergency site. The Contractor shall be responsible for all costs, including sludge analysis, associated with the approvals and permits, for disposal at the emergency facility. The Contractor shall provide written documentation of the name, address, and the official representing the emergency facility, together with written approval by the facility to receive the Bucks County Water and Sewer Authority Harvey Avenue Wastewater Treatment Plant sludge in an emergency situation, at the time of the bid opening. Said written approval shall clearly state that the Contractor is authorized to discharge sludge to the facility, and that the facility will accept sludge generated by the Bucks County Water and Sewer Authority Harvey Avenue Wastewater Treatment Plant. Payment shall be based on the prices per ton shown on the bid form.
The Contractor shall guarantee disposal at a different, approved disposal site at the bid price in the event that the Contractor loses disposal rights at the site used for the bid if the loss is the Contractor’s fault.
Both the primary and emergency sludge disposal facilities along with the transporter must have the capability to transport and receive sludge 7 days per week, 24 hours per day, including holidays should an emergency result at the Bucks County Water and Sewer Authority Harvey Avenue Wastewater Treatment Plant. The Bucks County Water and Sewer Authority acknowledges sludge removal will occur during normal business hours. However, Contractor and sludge disposal facility must have capability to handle an emergency during non-business hours. Letter of approval from Contractor and primary disposal site shall include a provision stating capabilities to provide emergency services. Owner reserves the right to inspect facility operational records for determination of uninterrupted sludge incineration services.
Provided for information only are copies of a laboratory biosolids report of the sludge. In addition, there is a copy of a Pennsylvania Department of Environmental Protection Form 43 for the sludge. This data is supplied for your information only. The Contractor is responsible for the completion of all necessary permits and approvals for the transportation and disposal of the sludge. Those permits include but are not limited to Pennsylvania Department of Environmental Protection, Bureau of Waste Management Form 43, Certification of Non-Hazardous Waste or any additional permitting that would be required. Should permitting or approvals be required, the Bucks County Water and Sewer Authority shall be furnished copies of all permit approvals issued throughout the life of the Contract.
The Contractor shall coordinate his work with the work of the Contractors working at the site and shall in no way interfere with the execution of any other work which may be in progress.

MJRA Terms & Conditions
All samples submitted must be accompanied by signed documentation representing a Chain of Custody (COC). The COC Record acts as a contract between the client and MJRA. Signing the COC form gives approval for MJRA to perform the requested analyses and is an agreement to pay for the cost of such analyses, including any RUSH surcharges that may need to be applied. COC
Records must be completed in black or blue indelible ink (must not run when wet). COC documentation begins at the time of sample collection. Client is required to document all sample details prior to releasing samples to MJRA. If applicable, samples must be placed on ice immediately after sampling and shipped or delivered to the laboratory in a manner that will maintain the sample temperature above freezing and below 6C (or 10C for microbiological analyses) (loose ice is preferred).
Sample Submission, Sample Acceptance & Sampling Containers
Included on the COC must be the sample description, date and time of collection (including start and stop for composites), container size and type, preservative information, sample matrix, indication of whether the sample is a grab or composite, who the sample was collected by, number of containers & a list of the tests to be performed. Any SDWA compliance testing samples must include all required PWSID info and client agrees to MJRA SDWA Terms & Conditions. Poor sample collection technique, inappropriate sampling containers and/or improper sample preservation may lead to sample rejection. Suitable sample containers, labels, and preservatives (as applicable), along with blank COCs can be provided upon request. Any Field Blank or Trip Blank that must be analyzed will be processed and charged as an additional sample.
Turnaround Times (TAT)

Analytical Results, Sample Collection Integrity, Subcontracting & Record Retention
Analytical values are for the sample as submitted and relate only to the item tested. The value indicates a snapshot of the constituent content of the sample at the time of sample collection.
Analytical results can be impacted by poor sample collection technique and/or improper preservation. All sample collection completed by MJRA was performed in accordance with applicable regulatory protocols or as specified in customer specific sampling plans. Constituent content will vary over time based on the matrix of the sample and the physical and chemical changes to its environment. If samples with high concentrations and/or samples of high strength matrices that result in the need for extensive instrument cleanup, or cause damage to internal parts, a charge of
$500 will be incurred. All sample results and laboratory reports are strictly confidential. Results will not be available to anyone except the primary client or authorized party representing the client unless MJRA receives additional permissions from the client. When necessary, MJRA will subcontract certain analyses to a third party accredited laboratory. If client prohibits subcontracting, it must be provided in writing and include instruction on how to proceed with client samples that require third party analyses. MJRA maintains documents and records for five years unless other terms are agreed upon in writing.
Payment Terms
Payment Terms are Net 30 days. Prices are subject to change without notice. A standing monthly charge of 1.5% of the clients over-30-dayunpaid balance may be added to the balance after 30 days and each month thereafter (day 31, 61, 91 etc.). The laboratory accepts all major credit cards, ACH transactions, checks and cash. New clients must pay for all services rendered prior to sample collection and/or in some cases report processing. Clients must contact the MJRA accounting department to pursue a credit-based account. MJRA reserves the right to terminate the clients credit account and to refuse to perform additional services on a credit basis if any balance is outstanding for more than 60 days.
Warranty & Litigation
MJRA does not guarantee any results of its services but has agreed to use its best efforts, in accordance with the standards and practices of the industry, to cause such results to be accurate and complete. We disclaim any other warranties, expressed or implied, including a warranty of fitness for a particular purpose and warranty of merchantability. Clients agree that they shall reimburse
MJRA for any and all fees, cost and litigation expenses, including reasonable attorney fees incurred by MJRA in obtaining payment for the services rendered. All costs associated with compliance with any subpoena for documents, testimony, or any other purpose relating to work performed by MJRA, for a client, shall be paid by that client. To the fullest extent permitted by law, MJRA shall only be liable for damages arising out of its gross negligence or willful misconduct. MJRA shall not be liable for damages arising from ordinary negligence. MJRAs total aggregate liability to the client for any and all claims, losses, damages, or causes of action arising out of or relating to the services performed, whether in contract, tort, or otherwise, shall be limited to the lesser of: (i) the fees paid by the client to MJRA for the specific services giving rise to the claim; or (ii) the amount paid out under MJRAs applicable professional or general liability insurance. If MJRAs insurance does not provide coverage for a claim arising from gross negligence or willful misconduct, MJRAs total aggregate liability shall not exceed an agreed maximum amount, which in no event shall exceed one hundred thousand dollars ($100,000), unless otherwise expressly agreed to in writing and approved in accordance with MJRAs internal authorization requirements. Neither MJRA nor the client shall be liable to the other for special, incidental consequential or punitive liability or damages included but not limited to those arising from delay, loss of use, loss of profits or revenues.
MJRA will not be liable to the client unless the client has notified MJRA of the discovery of the alleged negligent grossly negligent act, willful misconduct, or breach within 30 days of the day of its discovery and within one year of the date of invoice.
