About this file

The document is a comprehensive set of technical specifications for the Trinity Railway Express (TRE) Double Tracking Construction Project, involving Trinity Metro (Fort Worth Transportation Authority) in Tarrant County, Texas. The project encompasses the construction of a double tracking rail system, with specifications detailing track construction, materials, welding, ballast placement, excavation, and related infrastructure requirements. The specifications are structured across multiple technical sections covering everything from site preparation and demolition to track laying, rail welding, special trackwork, and appurtenances. The project will involve constructing parallel tracks to increase rail capacity, with work to be performed along the existing TRE corridor.

The project is funded through the North Texas Mulitmodal Operations, Velocity, Efficiency, and Safety Program (NT MOVES) BUILD Grant, with construction to be competitively bid. The specifications provide extremely detailed technical requirements for contractors, including precise material specifications, installation procedures, quality control measures, and testing protocols. While specific total project cost is not explicitly stated, the comprehensive nature of the specifications suggests a significant infrastructure investment. The technical documents indicate a focus on high-quality, precise rail construction with rigorous standards for materials, welding, track alignment, and infrastructure integration. Contractors will be required to demonstrate extensive technical capabilities, quality control processes, and adherence to railroad engineering standards throughout the construction process.

If allowances are specified in the Contract Documents and indicated in the Bid Schedule, they shall cause the work so covered to be furnished, performed, and completed for such sums as are acceptable to Trinity Metro and shall include the cost to the Contractor of all materials and equipment to be delivered and installed under the specified allowances. The allowance work will be definitized through the change process and include direct cost plus overhead and profit consistent with the Contractor’s RFP Price Proposal.

10. The Contractor will be required to incorporate Supplemental Agreements into the approved Schedule before requesting payment for work associated with the Supplemental Agreement. Any incentive amount earned shall be incorporated into a Supplemental Agreement before payment. The following guideline shall be considered in preparation for payment of Supplemental Agreements:

1. Follow all requirements as indicated in Specification Section 1320 when developing activities for incorporating Supplemental Agreements.

2. A Supplemental Agreement shall be incorporated into the Approved Schedule only after it is fully executed with the signature of Trinity Metro.

3. Each Supplemental Agreement shall be added as a new activity in the current Approved Schedule, with associated cost and resources for the work included in the Supplemental Agreement.

4. The total amount reflected in the budgeted cost loading of the Approved Schedule after incorporating the Supplemental Agreement shall be equal to the original contract value plus all fully executed Supplemental Agreements to date (the current contract value).

5. Supplemental Agreements shall be incorporated in the subsequent Monthly Schedule Update following the date of execution.

1.2 PROGRESS VERIFICATION

A. The Contractor shall submit monthly Invoice/Progress Payment Request(s) based on the quantity of work completed during the period of performance. The monthly progress shall be determined by quantifying the measurable progress of activities as established by the “physical percent complete” of each activity in the resource/cost loaded current Approved Schedule.

B. Verification of the measurable quantities completed to date will be performed by the

Contractor and Trinity Metro during a monthly Progress Meeting.

C. Together with the draft Monthly Progress Report, but in no case less than three (3) days in advance of the monthly Progress Meeting, the Contractor shall provide Trinity Metro with an electronic spreadsheet of activity-level data with amount of cost-loading associated with progress for which payment is being requested that month, in substantially the same format as provided in Appendix A to this Specification. This Report for Verification of

Progress shall include the following fields:

1. ACTIVITY ID

2. ACTIVITY NAME

3. ACTIVITY DURATION

4. ACTIVITY PHYSICAL PERCENT COMPLETE

5. REMAINING DURATION

6. EARLY START DATE

7. EARLY FINISH DATE

8. BUDGETED COST

9. EARNED TO DATE

10. EARNED THIS PERIOD

11. REMAINING COST.

D. The Report for Verification of Progress may be sorted and grouped as approved by

Trinity Metro and shall only consist of the activities for which the Contractor is requesting payment in that period. (Reference Sample in Attachment A)

E. Upon agreement of the measurable progress of completed activities by Trinity Metro, the Contractor shall submit the Report for Verification of Progress as detailed supporting documentation to the final Invoice/Request for Progress Payment.

F. Contractor shall also submit with the draft and final Invoice/Progress Payment Request package, an Invoice Summary that summarizes the information on the Report for Verification of Progress, in substantially the same form as shown on Appendix B & C of this Specification.

1.3 INVOICE/PROGRESS PAYMENT REQUEST

A. The monthly Invoice/Progress Payment Request shall be generated using the reporting functions within the Oracle Primavera P6 software. The Contractor shall use the “Store Period Performance” function to store previously paid amounts and resource data for each past progress payment by activity in the respective Financial Periods.

1. Contractor shall follow the guidelines as set forth in the Primavera P6 Project

Management Reference Manual for specific software settings necessary to store past period data. The interval for payments shall be “monthly.” This process will be applied each month to post the amounts previously paid and resource data to the corresponding Financial Period columns.

2. Once the Final Invoice/Progress Payment Request is generated and submitted for payment, any and all cost and resource loading data from the current and all previous periods shall be stored and shall remain unchanged. Prior period payment values shall not be adjusted in prior periods. If an invoice is received that has incorrect prior period data, then Trinity Metro shall require the Contractor to correct the data to reflect the actual amounts paid by Trinity Metro. Correction of these amounts must be made by the Contractor and submitted to Trinity Metro for review and approval prior to the release of payment for that invoice by Trinity Metro.

3. All financial period data which is generated by the Contractor shall remain in the Monthly Schedule Update which is included with the monthly schedule submittals.

Stored financial period data shall be used to generate the reports of progress as shown in Appendix A. Stored financial period data will be used as the basis for Earned Value reports.

4. Detailed monthly cost loading data from each activity shall be rolled up to the summary level in order to generate the report shown in Appendix B. Schedule activity data should be sorted and grouped using the FTA Standard Cost Category (SCC).

B. Earned Value Report

1. The Earned Value Report included in the monthly Invoice/Progress Payment Request shall be in the form of produced in the Scheduling software. The Earned Value Report shall be an Earned Value Curve graph shall be submitted on 11x17 paper, indicating for all activities: planned early and late curves, actual earned value to date, and remaining estimate to complete each activity data. Contractor shall indicate on the graph, or include with the graph, an explanation of any deviation or deficiency from the planned early and late completion curve and provide a projected recovery plan scenario.

2. The Contractor shall use the earned value reporting system from within P6 using the “Store Period Performance” data to prepare the Earned Value Report. The Earned Value Report will be generated by selecting the activity usage profile options within P6 to create the earned value curves for the project as follows:

a. Planned Value – the total contract value as reflected in the Approved Baseline Schedule. Planned Value will be reflected as Early and Late Planned Value curves.

b. Earned Value – the value calculated from the % complete of the activities performed during the period of performance and based on the values associated with the cost and resource loaded activities

c. Estimate at Completion – the value calculated in P6 based on the Admin Preferences set for the Earned Value Calculation.

3. The Contractor may propose an alternative earned value reporting system generated outside of P6, for approval by Trinity Metro. Contractor shall submittal electronic schedule files and .pdf format of output reports for approval of an alternate earned value reporting system.
