This is a Request for Proposal (RFP) issued by Schertz-Cibolo-Universal City Independent School District (SCUC ISD) for Commercial Driver's License (CDL) Training and Licensing Services. The District seeks qualified vendors to provide Class A and Class B CDL training with Passenger (P) and School Bus (S) endorsements for school bus driver candidates. Services include Commercial Learner's Permit (CLP) instruction, Entry Level Driver Training (ELDT) theory and behind-the-wheel training, and all required testing. Training options include full CDL programs conducted at either the contractor's facility or District sites, and partial programs offering CLP-only or behind-the-wheel-only training. The District anticipates training approximately 5–10 bus driver candidates annually, with potential increases based on District needs, and also requires Class A CDL training capacity for drivers transporting high school band trailers. The RFP closes on March 17, 2026, at 2:00 PM, with questions due by March 5, 2026, at 4:00 PM. The awarded contract shall commence immediately upon award and continue through March 31, 2027, with up to four one-year renewal options at the District's discretion. Training facilities are located at 1060 Elbel Road, Schertz, Texas 78154 (Main Transportation Site) and 1300 FM 1103, Cibolo, Texas 78108 (Steele High School).

Proposals will be evaluated based on three weighted criteria: Proposed Services Offered (25 points), Experience and Qualifications (35 points), and Cost Proposal (40 points). Minimum qualifications require three years of experience providing Class A and Class B CDL training with demonstrated service to at least three comparable clients; preferred qualifications include five years of experience and service to five comparable clients. Contractors must provide proof of permits and licenses and meet all FMCSA Entry Level Driver Training requirements. Payment terms are Net 30 days, with vendors permitted to offer prompt payment discounts in their proposals. The District reserves the right to award to one vendor or make multiple awards and may terminate the contract at any time with or without cause. All contractors must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence, $2,000,000 general aggregate), and Commercial Auto Liability ($1,000,000). Contractors with ten or more employees and bids of $100,000 or more must comply with Texas Government Code requirements regarding Israel boycotts, firearm entity discrimination, and energy company boycotts. The District is part of the Central Texas Purchasing Alliance (CTPA), and awarded contracts may be adopted by other CTPA member districts at identical or better pricing and terms.
