Federal Supply Schedule (FSS) Sole Source Justification, Exceeding the Simplified Acquisition Threshold, Tango Reserve Software
REFERENCE: Justification Log Number:
1. Agency and Contracting Activity.
The Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS), Office of Contracting, proposes to award an order, on behalf of The Office of Information Technology (OIT), pursuant to RFO 8.401(b), General and RFO GSAM/R 538.7104-3, Sole source justifications and RFO GSAM/R 538.7104-4(b)(2)(ii), Items Peculiar to one manufacturer.1
2. Nature and/or description of the action being approved.
USCIS intends to limit the Federal Supply Schedule (FSS) contractors solicited to only one source that is capable of providing the supplies or service required. The procurement will be conducted under the General Services Administration (GSA) Multiple Award Schedule (MAS) SIN 518210C (Cloud Computing and Cloud Related IT Professional Services), and to award a firm-fixed-price (FFP) order with a base year and two option years. The requirement is for continued licensing and support of Tango Reserve (formerly AgilQuest) to support enterprise-wide space optimization and reservation management under an existing DHS-approved deployment, security accreditation and integration within the USCIS Information Technology environment.
AgilQuest was acquired by Tango Analytics LLC. in 2022. Following the acquisition, AgilQuest's solutions were fully integrated into the Tango platform and rebranded as Tango Reserve (software) by AgilQuest. Prior procurements were awarded to AgilQuest.

3. Description of Supplies/Services.
The USCIS OIT requires the continued use of Tango Reserve and associated software maintenance currently deployed at USCIS offices. The software is unique or highly specialized and is a brand name item peculiar to the Original Equipment Manufacturer (OEM) which is Tango Analytics LLC

Federal Supply Schedule Sole Source Justification, Exceeding the SAT, Tango Reserve Software Justification Log Number:
(formerly AgilQuest). The reservation software was chosen as the workplace software under a previous competitive procurement and provides OIT with critical, mission-specific capabilities for scheduling and reserving workplace conference rooms, offices, and workstations. Tango Reserve is an enterprise-class platform that delivers people-focused interfaces and workflows for workplace resource scheduling, enabling USCIS personnel, including office-based and mobile workers, to efficiently identify, reserve, and manage the most suitable work location each day in support of operational requirements. Due to the current production deployment, existing security authorizations, and integration with USCIS infrastructure and business processes, only Tango Reserve can meet the Government’s requirements without incurring significant additional cost, schedule and security risk, and operational disruption that would result from replacing the system with an alternative solution.

4. Authority and supporting rationale.
This acquisition is conducted under the authority of Multiple-Award Schedule Program, 41 U.S.C.
152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies. Pursuant to RFO 8.401(b), General, RFO GSAM/R 538.7104-3(b), Sole source justifications and RFO GSAM/R 538.7104-4(b)(2)(ii), Items peculiar to one manufacturer, the circumstance that justifies limiting sources to fewer than those required by RFO GSAM/R 538-7103-3 is:
RFO GSAM/R 538.7104-3(b)(1)(ii) Only one source is capable of providing the products, services, or solutions required at the level of quality required because the products, services or solutions are unique or highly specialized.
Rationale:
Only one source is capable of providing the supplies or services that must be used because USCIS OIT has a requirement for the continued use of Tango Reserve installed at USCIS Buildings and Tango Analytics LLC is the only vendor who offers the licenses on their GSA schedule.
This product is peculiar to one manufacturer and contains the following essential features:

that those products lacked some or all of the essential features and integrations required to meet DHS/USCIS needs and cannot be modified to do so without substantial cost and risk. Specifically, none of these alternatives had the ability to integrate and function within the existing DHS/USCIS network architecture, maintenance platforms, and configurations such as DHS Active Directory and Single Sign/On; and OfficeSpace, Robin, and Teem are not FedRAMP-authorized or certified.
Procuring an alternate product in lieu of Tango Reserve would necessitate significant software development and infrastructure replacement, including initiating the DHS approval process for deployment, which is a structured set of steps required to ensure that any new technology, software, system, or operational capability is properly vetted, tested, and authorized before being deployed in the DHS environment; configuration of a new solution; establishment of new technical and security controls; comprehensive user training; full security testing to maintain security accreditation; and integration within the USCIS IT environment. Further, for an organization/vendor to obtain FedRAMP-authorization, it would take an average of 12 to 18 months, though timelines can range from 6 months to over 2 years depending on system complexity and involves security package preparation, a rigorous Third-Party Assessment Organization (3PAO) audit, and final review by the FedRAMP Program Management Office (PMO) within GSA and sponsoring agency. All of which would substantially increase costs and introduce unacceptable schedule delays.
Failure to acquire Tango Reserve would disrupt the seamless continuation and operability of workplace scheduling resources that support implementation of the Return to Office (RTO) mandate and would create interoperability, compatibility, and interface issues that degrade the support team’s ability to provide efficient and effective customer service. Retaining Tango Reserve ensures continued compliance with DHS security standards, maintains USCIS’ operational scheduling infrastructure, and avoids mission disruption. Tango Analytics is the only vendor on the GSA MAS that provides this software, and no other GSA MAS holders offer Tango Reserve.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with RFO GSAM/R 538.7102-2(b)(4) and as defined by
RFO 2.101.
The contracting officer will request additional discounts/price reductions before award consistent with RFO GSAM/R 538.7102-2(b)(4) and RFO GSAM/R538.7102-2(c)(2).
The contracting officer has determined that issuing the proposed delivery order under GSA contract 47QTCA25D00B4 to Tango Analytics LLC for Tango Reserve Software Services represents the best value, considering price and administrative costs, to meet the Government’s needs. This order will be placed in accordance with GSAM/R 538.71-- Federal Supply Schedule Ordering Procedures.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market research was conducted using both the NASA SEWP V and GSA MAS vehicles. A market research request was issued under NASA SEWP V from March 30, 2026, through April 8, 2026, and responses were received from ETSI, New Tech Solutions, and SIRC who are all authorized resellers of Tango Reserve.
