About this file

This document is a scoring criteria template for evaluating Mechanical, Electrical & Plumbing (MEP) Services proposals submitted to the School Board of Lee County, Florida for the Mariner High School HVAC Renovation project. Electronic qualification statements must be submitted through the Bonfire Platform before 1:00 PM EST on February 18, 2026. The evaluation process consists of two phases: an initial written response evaluation followed by a presentation evaluation. Respondents must meet all mandatory Step 1.A qualification criteria, including timely submission, provision of requested information and certifications, current MEP and professional licenses, attendance at mandatory pre-submission meetings if applicable, verification of non-exclusion status, and proprietary information compliance, to advance to scoring consideration.

The scoring structure allocates 100 points across six weighted criteria for written responses and five weighted criteria for presentations. Written response evaluation (100 points total) includes Past Experience and Client References (30%), Methodology and Project Approach/Resources (44%), Financials/Litigation (10%), Workload/District Projects (12%), and Local Participation (4%). Presentation evaluation criteria encompass Proposed Project Team (22%), Methodology and Approach/Project Management/Timeline (40%), Cost Controls (15%), Creativity and Innovation (12%), and Knowledge of Project Site and Local Participation (9%). Each criterion uses a standardized rating scale of Does Not Meet (0 points), Partially Meets (5 points), Meets (8 points), and Exceeds (10 points). The local vendor preference program prioritizes firms with a place of business in Lee County, Florida, or those providing goods or services to the District for three consecutive years, with the District retaining discretionary authority to determine local vendor qualification.
