About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for a succeeding lease for the Department of Homeland Security Transportation Security Administration (TSA). The General Services Administration (GSA) is seeking to negotiate a new 10-year lease for 6,300 ABOA/7,560 rentable square feet of office space located at Metro II - Warwick, 475 Kilvert St., Warwick, RI, with the incumbent lessor Lowfield Realty Group Hudson, LLC. The current lease expires on July 10, 2025, and the agency requires a location within close proximity to T.F. Green International Airport.
The justification for a sole-source award is based on 41 U.S.C. 3304(a)(1), indicating that award to any other offeror would result in substantial duplication of costs. Market research conducted on September 22, 2023, using CoStar and Bullseye reports identified two potential alternative locations, but the GSA determined that remaining at the current location is most cost-effective. The market research showed rental rates ranging from $(b)(4) to $(b)(4) per rentable square foot, and the lease contracting officer certified that the award is in the government's best interest. Other potential sources that expressed interest include Cape Moraine, LLC and VAS Realty, LLC, both located in Warwick, RI.
