About this file

This is a Request for Quote (RFQ)/Request for Proposal (RFP) issued by the United States Department of Agriculture (USDA) Agricultural Research Service (ARS) for an Oxford Nanopore Promethion instrument. The solicitation is a small business set-aside competitive acquisition under NAICS code 541519, seeking a single delivery order with a brand name or equal firm-fixed-price award. Quotes are due by 9/12/2025 at 12:00 P.M. EST, with a short response window due to unusual and compelling urgency. The acquisition will use a Lowest Priced Technically Acceptable (LPTA) methodology, with vendors required to submit detailed pricing information including brand name part numbers, item descriptions, quantities, unit prices, total prices, and delivery timeframes.

The period of performance is 60 days after award, and vendors must provide comprehensive quotes that clearly outline all required information. When offering an "equal" product, vendors bear the burden of proof and will undergo a technical evaluation with an assessed risk factor. The government will evaluate brand name solutions at the lowest technically acceptable price, with equal weight given to price and risk factors. Vendors must include all transition costs for "equal" products as a separate Contract Line Item Number (CLIN). The solicitation includes two attachments: a Requirements Parts List and Commercial Clauses, and the government will award a single delivery order based on the most advantageous quote.
