Justification and Approval for Sole Source
Please Provide the Federal agency, Sponsoring Organization/Unit: The US International Development Finance Corporation (DFC), Office of Information Technology (OIT), requires other than full and open competition justification to establish a contract for a base and three, one year options.
Provide a brief (i:
e:
, half-page or less) narrative description of the project: Obtain a 1Gb network circuit to provide public Internet access for DFC.
Enter Project Title: Public Internet access network circuit
Enter Total Dollar Value & Dates of Service: $850/month, $30,600/3 year term, with a one time installation fee of $2500.

Total for 36 months, $33,100.00 Please Provide the Purpose/Objective and Background: The Office of Information Technology (OIT) has a requirement for dedicated internet access 1Gb communication circuit.

Allied is already in place, configured and hosting zscaler VPN traffic, NetScaler Citrix traffic for remote access and a air-gaped segmented network for guest wireless traffic. This circuit is required for allowing DFC staff to connect to DFC resources when working from remote locations and also provides a secure path for DFC data. Please note that the DFC has a separate ATT 1GB circuit that is used for MTIPS. The separate 1GB circuit with Allied provides for carrier diversity and a redundancy per DFC’s Office of Information Technology (OIT) recommendations and best practices.

Provide Additional Information:
Indefinite Quantity, Defined Quantity or Requirements:
Fee:
Federal Acquisition Regulation: FAR 6.302-1, Only one Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
What Was Done to Find Other Sources: Research was limited to network carriers that currently have a presence in the DFC building to limit costs. Market research quotes were obtained from AT&T, Zayo, and Allied. The sole source notice will be posted on FedBizOpps.
Describe the market research that was conducted or Contact with acquisition or program offices or Industry or Vendors: Establishing a physical presence in public buildings and leased office space requires extensive permitting and physical infrastructures costs. Those costs are the responsibility of new customers and add to the total overall expense of obtaining service.

Research was limited to network carriers that currently have a presence in the DFC building to limit costs. Market research quotes were obtained from AT&T, Zayo, and Allied.

Allied Telecom is already in place at DFC, configured and routing zscaler VPN traffic, NetScaler Citrix traffic for remote access and a air-gaped segmented network for guest wireless traffic. Replacing Allied Telecom infrastructure components with other than Allied will generate cost and technical risk associated with changing our communication circuits and all associated hardware is prohibitive. Therefore, award is recommended to Allied Telecom since they meet all compliance requirements.

Additional Information to support the justification: Not Applicable.
Any interested vendors or firms?: No other sources have expressed an interest, in writing, in the proposed acquisition.
Explain How to Aviod Sole Source in the Future: In an effort to remove or overcome such a barrier to competition in the future, the market will be scanned periodically for new companies and services that could satisfy the Government's requirements.

Text5: The Managing Director, Office of Acquisition, if applicable, shall indicate review of, and concurrence with, any J & A over $25,000 by providing the information required below and signing in the applicable block.
Please Provide the Purpose/Objective and Background 2: Establishing a physical presence in public buildings and leased office space requires extensive permitting and physical infrastructures costs. Those costs are the responsibility of new customers and add to the total overall expense of obtaining service.

Research was limited to network carriers that currently have a presence in the DFC building to limit costs.

1. Carrier diversity – DFC is not bound to one company and a single Network Operations Center (NOC) for monitoring traffic.

2. Significant amount of work and disruption to change carriers/circuit. See Allied implementation plan highlights below.

3. Less expensive circuit than other providers

4. Redundancy for DFC traffic – DFC has at least two paths for traffic. – Following best practices, DFC would be able to configure the Allied circuit for ingress/egress traffic if the other provider encountered a significant outage.

DFC / Allied implementation steps and deliverables:

• Kickoff Call

• Finalize Target Go-Live Date,

• Identify Key Stakeholders,

• Identify Critical Milestones,
