About this file
This document is a sources sought notice issued by the National Oceanic and Atmospheric Administration and Climate Program Office to identify sources capable of providing services to evaluate the influence of remote sensing capabilities for assessing air pollution-related health impacts that may be possible with GeoXO atmospheric composition data. Specifically, the scope of work includes estimating health impacts associated with modeled NO2, ozone, and PM2.5 concentrations with and without fires to investigate the impact of having satellite derived fire products as model inputs, and developing an approach for estimating scientific, health, and environmental justice benefits of NO2 columns from a geostationary versus polar-orbiting satellite. Interested parties are invited to submit information by July 20, 2023 at 10:00 AM Mountain Time describing their ability to perform the work, experience with similar projects, and confirmation of willingness to submit a proposal if a solicitation is issued. The anticipated contract type is firm-fixed-price for a one-year base period and one-year option, with a NAICS code of 541690 and small business size standard of $19 million.

SOURCES SOUGHT NOTICE
Value of GeoXO Atmospheric Composition Data for Estimating Air Pollution-Related
Health Impacts Study
This Sources Sought Notice is for market research purposes only and does not constitute a Request for Proposal or Quotation. It is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided;
no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided.
Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to:
1. Determine if sources capable of satisfying the agency's requirements exists.
2. Determine whether the acquisition should utilize any of the small business programs in accordance with FAR Part 19.
Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action.
Requirement: This notice is issued by the National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD) and Climate Program Office (CPO) to identify sources capable of providing the following:
The objective of this project is to evaluate the influence of remote sensing capabilities for assessing air pollution-related health impacts that may be possible with GeoXO. Specifically, we aim to conduct health impact analyses for PM2.5, ozone, and NO2 from a range of synthetic geostationary satellite data and chemical transport model outputs to identify the benefits of GeoXO capabilities compared with datasets lacking GeoXO capabilities. We will also explore the distribution of estimated air pollution-attributable health impacts across population subgroups (e.g. by race, income level, educational attainment level, and/or social vulnerability indices).
A firm-fixed-price type contract is anticipated to be awarded for the subject efforts.
Period of Performance: One-year base period and one-year optional period.
NAICS Code/Size Standard: The applicable NAICS Code is 541690, Other Scientific and Technical Consulting Services, with a small business standard of $19.0 million.
Scope of Work: The scope of this acquisition includes the following:
1. Estimate the health impacts associated with modeled NO2, ozone, and PM2.5 concentrations with and without fires to investigate the impact of having satellite derived fire products (emissions) as input to the model to drive the chemistry and transport.
2. Develop an approach for estimating the scientific, health, and environmental justice benefits of having NO2 columns from a geostationary satellite versus a polar-orbiting satellite. We may be able to use TEMPO data if available within this project period (or in lieu of TEMPO data WRF-Chem model output), and compare it to TROPOMI estimates. We would then estimate NO2-attributable mortality and pediatric asthma impacts, and use valuation techniques to estimate the value of the health impacts.
Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information.
Companies may respond to this Sources Sought Notice via email to: remo.dela-cruz@noaa.gov no later than 20 July 2023 at 10:00 AM Mountain Time.
Please provide the following information/documentation:
1. Name of Company, Address and Unique Entity ID.
2. Point of Contact and Phone Number.
3. Business Size applicable to the NAICS Code: 8(a) Small Business Concern, Hub Zone Small
Business Concern, Service-Disabled Veteran Owned Small Business Concern (SDVOSB) or a Small Business Concern.
4. Description of Firm’s Ability to Perform Work Required.
• Evidence of experience in work similar in type and scope to include contract numbers, project titles, points of contact and telephone numbers.
• Brief statement on how your company will perform the work.
• Confirmation that your company WILL submit a proposal as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice.
