About this file

This sources sought notice requests information from companies capable of providing twelve LI-7500DS Open Path H2O/CO2 Analyzers with SmartFlux 3 control boxes and three LAI-2200C Plant Canopy Analyzers. The National Oceanic and Atmospheric Administration requires these items to support fire weather and climate monitoring campaigns in 2023. Interested parties must submit information by June 30th to be considered, including their business size as an 8(a), HUBZone, SDVOSB, or small business concern. Responses should also indicate if domestic end products will be provided, as defined in FAR 52.225-1, and confirm willingness to submit a proposal if a solicitation is issued. The anticipated delivery date is July 15th, 2023 under a firm fixed price contract to be awarded by NOAA's Western Acquisition Division and Atmospheric Turbulence and Diffusion Division.

SOURCES SOUGHT NOTICE

Weather Analyzers and Peripherals

This Sources Sought Notice is for market research purposes only and does not constitute a Request for Proposal or Quotation. It is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided.

Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to:

1. Determine if sources capable of satisfying the agency's requirements exists.

2. Determine whether the acquisition should utilize any of the small business programs in accordance with FAR Part 19.

Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action.

Requirement: This notice is issued by the National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division and Air Resources Laboratory’s Atmospheric Turbulence and Diffusion Division (ATDD) to identify sources capable of providing the following:

The requirement is to procure twelve (12) LI-7500DS Open Path H2O/CO2 Analyzers, each with the SmartFlux 3 control box, and three (3) LAI-2200C Plant Canopy Analyzer for fire weather and climate monitoring.

Anticipated Period of Performance: The anticipated delivery date is July 15, 2023 and a Firm Fixed Price contract is anticipated for award.

NAICS Code/Size Standard: The applicable NAICS Code is 334516 Analytical Laboratory Instrument Manufacturing, and the size standard is 600 employees.

Scope of Work: NOAA-ARL’s Atmospheric Turbulence and Diffusion Division conducts a targeted variety of intensive campaigns to further the understanding of the carbon, water, and energy balance in the atmospheric boundary layer. After considerable scientific planning and collaboration among partners in the research community, fluxes of CO2, H2O, and energy, along with a multitude of meteorological variables, will be measured in the upcoming Fire Weather campaign in the Western US as well as the Chestnut Ridge forest site in East Tennessee in 2023. The primary method for measuring these fluxes is the eddy covariance technique, coupling a fast 3D wind speed sensor with a scalar gas analyzer measuring ambient concentrations of CO2 and H2O at up to 20Hz.

Technical Specifications: In order to perform the required eddy covariance measurements, open-path gas analyzers measuring ambient concentrations of CO2 and H2O at up to 20 Hz are needed. Each gas analyzer must be reliable, accurate (1% of reading for both CO2 and H2O), and rugged, withstanding temperatures from -20 to 50°C. For the CO2 measurements, a zero drift of no more than ±0.3 ppm per

°C is required, and for the H2O measurements we require that the zero drift is no more than ±0.05 mmol mol-1 per degrees C. Additionally, the RMS noise at 5 Hz should be no more than 0.08 ppm and 0.0034 mmol mol-1 for CO2 and H2O, respectively, and the gain drift should be no more than ±0.1% and ±0.3% of the maximum for CO2 and H2O, respectively. Scientifically proven flux processing software with data storage capabilities, like the SmartFlux 3 system, is also required. The unit needs to be low power, less than 5 Watts and over the range of 10.5 to 30 VDC. Additionally, the analyzer needs to be omni-directional and low maintenance, able to run for a full year without needing a site maintenance visit.

The canopy analyzers must use a non-destructive method to easily and accurately measure leaf area index (LAI) within forests, grasslands and croplands. The analyzer must have a menu-driven interface, in which one can view GPS coordinates, LAI, standard error, apparent clumping factor, mean tilt angle, and sample size. In addition, the canopy analyzers must have the advantage of automatic logging, USB data transfer, and a memory capacity of at least 1.5 million readings.

Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information.

Companies may respond to this Sources Sought Notice via email to: darin.smith@noaa.gov no later than June 30, 2023 at 2:00PM Mountain Time.

Please provide the following information/documentation:

1. Name of Company, Address and Unique Entity ID.

2. Point of Contact and Phone Number.

3. Business Size applicable to the NAICS Code: 8(a) Small Business Concern, Hub Zone Small Business Concern, Service-Disabled Veteran Owned Small Business Concern (SDVOSBC) or a Small Business Concern.

4. Acquisition of Supplies:

Please indicate whether or not you will provide a domestic end product as defined in FAR 52.225-1 Buy American-Supplies.

Domestic end product means—

(1) For an end product that does not consist wholly or predominantly of iron or steel or a combination of both-

(i) An unmanufactured end product mined or produced in the United States;

(ii) An end product manufactured in the United States, if-

(A) The cost of its components mined, produced, or manufactured in the United States exceeds 60 percent of the cost of all its components, except that the percentage will be 65 percent for items delivered in calendar years 2024 through 2028 and 75 percent for items delivered starting in calendar year 2029.

Components of foreign origin of the same class or kind as those that the agency determines are not mined, produced, or manufactured in sufficient and reasonably available commercial quantities of a satisfactory quality are treated as domestic. Components of unknown origin are treated as foreign. Scrap generated, collected, and prepared for processing in the United States is considered domestic; or

(B) The end product is a COTS item; or

(2) For an end product that consists wholly or predominantly of iron or steel or a combination of both, an end product manufactured in the United States, if the cost of foreign iron and steel constitutes less than 5 percent of the cost of all the components used in the end product. The cost of foreign iron and steel includes but is not limited to the cost of foreign iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the end product and a good faith estimate of the cost of all foreign iron or steel components excluding COTS fasteners. Iron or steel components of unknown origin are treated as foreign. If the end product contains multiple components, the cost of all the materials used in such end product is calculated in accordance with the definition of "cost of components".

5. Statement for Proposal Submission:

(1) Evidence of experience in work similar in type and scope to include contract numbers, project titles, points of contact and telephone numbers.

(2) Brief statement on how your company will perform the work.

(3) Confirmation that your company WILL submit a proposal as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice.
