About this file
This document is a Statement of Work (SOW) for a Benchtop Uniform Light Source to be used at the Air Force Institute of Technology (AFIT). The SOW outlines the requirements for a radiometrically accurate tunable light source solution that extends from 400 nm to 1700 nm, to be used for research and education purposes. Key requirements include spectral range, tunable output, illumination stability and accuracy, spectral accuracy, linearity, dynamic range, software compatibility, and output port size. The period of performance is 8 weeks after contract award, with a 2-year warranty period.
The related federal contract opportunity is a Sources Sought notice from the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base, seeking capabilities packages from potential sources, including small businesses, to provide the Benchtop Uniform Light Source per the SOW. Responses are due by October 23, 2024. This is for market research purposes only and not a request for proposals. The North American Industry Classification System (NAICS) code is 334516 - Analytical Laboratory Instrument Manufacturing. The Government reserves the right to consider a small business set-aside for any subsequent acquisition.

STATEMENT OF WORK
SpectralLed Benchtop Uniform Light Source
12 June 2024
1.0. BACKGROUND: A tunable spectral light source provides a unique capability to support teaching activities in a variety of AFIT's Physics and Optical engineering classes including, PHYS-542, OENG-780, OENG-651, OENG-650, OENG-533, OENG-530, OENG-647, OENG 616L, PHY521, METG-644, PHYS-799, and PHYS-999. This source allows one to very accurately recreate the spectral content of systems in the visible and near infrared spectra. The ability to do this allows students and faculty to directly study sensor performance parameters with a known source and allows for the development of algorithms to improve the performance of these systems. The techniques necessary for this type of research and education are critical to the nation's multi-billion dollar a year remote sensing activities. If not funded, there will be a significant gap in capability and understanding for students learning the skills necessary to support the nation's national defense objectives. Our graduate students fill positions in organizations such as the NGA, NRO, NASIC, and the US Space Force all of which rely heavily on the nations remote sensing intelligence backbone.
This system will ensure that AFIT students remain on the cutting edge of capability and understanding in support of their educational objectives.
2.0. SCOPE: The equipment will be used to produce a known calibrated radiometrically accurate visible and infrared light spectrum. It is used primarily to study, calibrate, and characterize DoD relevant imaging systems.
REQUIREMENTS: AFIT requires a radiometrically accurate tunable light source solution that extends from the visible at 400 nm to the SWIR at 1700 nm. The system can be a single system or multiple systems to meet the minimum requirements.
1. Spectral range from 400 nm – 1700 nm.
2. Tunable spectral output
3. Illumination stability > 99%
4. Illumination accuracy plus or minus 3% absolute
5. Spectral accuracy plus or minus 2.5 nm
6. Linearity < 0.1% RMS of full scale
7. Dynamic range > 4 decades
8. All software required for operation of instrument
9. Windows compatibility
10. Data output: RS-232 and/or USB compatible
