Background and Purpose:
The National Institute of Standards and Technology (NIST) is issuing this Invitation for Bids (IFB) to purchase of fabric panels for the web studio in room B211 of Building 220, as defined in the attached sketch SK-1 and fabric panel specifications below. This contract includes providing materials in accordance with the Contract Documents subject to the terms and conditions of the contract.
Scope of Work:
The scope of work is to furnish the fabric panels and necessary hardware for NIST to install in the web studio in room B211 of Building 220. The existing walls where the fabric panels will be installed have vents, access panels, electrical conduits and boxes, switches, thermostats, fire alarm devices, etc. Those existing items shall be considered and pre-cut to fit when furnishing the panels and hardware, and all edges shall be fully wrapped and mounted. The panels are to be installed above the lower electrical raceways’ height on 3 sides. On the side with the raceway at 13” height, the panel will be installed above the raceway.
Fabric panels specifications:
1. Basis of design product is Acoustical solutions AlphaSorb fabric wrapped acoustical wall panels or approved equal.
2. Panel Core – Shall be constructed of Rigid Fiberglass with a Minimum Density of 6 lb per cubic foot.
3. Facing material: Gilford of Maine FR701 Style 2100- Color (Grey) to be selected from standard color.
4. Panel thickness: nominal 1” Thick
5. Panel size: width - 4 feet, Height-10’
6. Acoustical Performance – Minimum; NRC of .80
7. Flammability – Shall Meet Class “A” Rating of 25 or Less in Accordance with ASTM E84: Surface Burning Characteristics of Building Materials, with a Flame Spread of 25 or less and Smoke Developed of 450 or less.
8. Fabric – Fabric shall be Applied Directly over the Face and Edges of the Panels and Returned Back to Provide a Full Finished Edge.
9. Edge Detail: Square
10. Noise reduction coefficient (NRC): 0.85.
11. Fire rating: Class 1 or A per ASTM E84 CAN/ULC-S102-18
12. J-Molding Specifications – Minimum 20 Gauge Galvanized Steel and to Be Fabric Wrapped to Match Panels in 10ft Lengths.
13. Schedule/Delivery: Panel and J-molding shall be packaged in a manner that shall not expose them to damage from typical material handling processes associated with this product.
14. Manufacturer Qualification: the manufacturer shall have a minimum of 5 years’ experience in the production of specified products and shall furnish supporting documentation showing completed jobs of approximately the same size and scope.
Deliverable:
Submit standard color samples for color selection, after award.
Deliveries:
All Trucks are to enter NIST via “C” Gate along Quince Orchard Rd. between 6:00 am and 3:30 pm daily, and at the main gate of W. Diamond Ave. between 3:30 pm and 4:30 pm. No deliveries will be allowed after 4:30 pm. “Trucks” include such vehicles as pick-ups with storage compartments, delivery trucks, delivery vans, and tractor-trailers. Trucks arriving through Gate C will be directed to the building 301 Truck Inspection Station. At Building 301, trucks will be registered and inspected, and then the drivers will be granted access. Any truck that exits the installation will have to be re-inspected upon re-entry at Building 301. A vehicle dashboard placard will be placed within the truck. Placards change daily.
The Driver’s full name shall be sent to COR for registration on the visitor’s system a minimum of three (3) days before the delivery date.
NIST Truck Inspection Stations hours are:
6:00 am -3:30 pm at Building 301 3:30 pm – 4:30 pm at “A” Gate – (Main gate)
Delivery terms:
Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in the above table.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Safety: The Contractor employee shall be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus.
Regular Business Hours. Regular business hours are Monday through Friday, (revise as applicable 8:00 am to 5:00 pm) Eastern Time, excluding Federal holidays and NIST closures.
Identification Badges: Contractor employees must comply with NIST identification and access requirements. Each Contractor employee must wear a visible identification badge provided by the NIST Security Office.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance, and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass must be displayed on the vehicle in accordance with NIST Security Office instructions.
