About this file

This is a Justification for Other Than Full and Open Competition (J&A) issued by the U.S. Department of State for the Overseas Post at the U.S. Embassy Taskent, Uzbekistan.

The Department of State seeks to solicit and award a firm-fixed-price contract on a sole-source basis to GUP "InterForum" (State Unitary Enterprise InterForum) for integrated event organization and technical and design support services for a U.S. Embassy Taskent visit and event in Samarkand scheduled for October 2026. The total contract value is UZS 3,487,503,140 (approximately USD equivalent), comprising base estimated services of UZS 2,830,765,535, a 10% InterForum service fee of UZS 283,076,554, and 12% VAT of UZS 373,661,051. The scope of work includes planning and coordination of venue spaces within Congress Hall (Ballroom, Sun Hall, Sapphire, Ruby, Topaz, Lazurite, Amber, and one-quarter of Grand Hall); service personnel, table setting, and furniture rental; event lighting and sound equipment including 150 square meters of LED screens and high-speed internet; photo-zone banners and floral arrangements; visual identity, print materials, wayfinding, graphics, animation, and 3D renderings; and simultaneous-interpretation equipment comprising 10 equipment units, 200 headsets, and 10 booths. The acquisition is justified under 41 U.S.C. 3304 via FAR 6.103-1, citing that only InterForum possesses the requisite venue capabilities and integrated services necessary for the high-level visit. Market research was conducted with hotels and event facilities in Samarkand, audiovisual providers, florists, and design firms; alternative venues including Mövenpick Samarkand and Hilton Garden Inn were deemed inadequate due to security requirements and insufficient event facilities, respectively. The Contracting Officer has determined the anticipated cost to be fair and reasonable based on competitive market rates for comparable services. The document is signed by Autumn Patterson (Deputy External Political Unit Chief) and Shukbrat Afidjanov (Contract Specialist) on September 26, 2026, and certified by Contracting Officer Joseph Anderson on the same date.
