QUESTIONS LANDSCAPING FOR CHANCERY AND SELECT RESIDENCES

1. What is the name of the incumbent company or current service provider?
Sparklean Limited
2. Can the Government please provide the contract period of the previous contract? a. What was the Base Period?
Contract period for previous contract is July 22, 2014 to July 22, 2019.
Base year was July 22, 2014 to July 22, 2015
b. How many Option Periods existed and what was there time period?
Four option periods existed; refer to question 2 for time period
c. If all the Option Periods were not exercised, can the Government please explain why the Government decided not to exercise all the Option Periods?

May 1, 2019
4. When is the forecasted date of commencement of services?
July 23, 2019
5. Have there been any amendments to the contract?
Yes
6. If so, how many amendments have been issued and for what purposes?
To exercise option years
7. Since award what is the total value of the current contract?

8. If the landscaping services were a local purchase, can the Government please advise the value of the landscaping services for the each of the past two years?

10.Can the Government please confirm that VAT pricing is to be excluded from CLIN rates? a. The VAT will be added to the invoice when submitted, is this correct?
There is a separate line item for VAT; line item 4 in the pricing tables. Please refer to 2.1, Value Added Tax.
11.What is the VAT rate in Uganda?
18%
12.Does the Chancellery and Residences have a watering system? a. Currently how is the watering system performed at the Chancellery & residences?
Refer to 1.9.4. in the solicitation document. The Government shall furnish the supply of water
b. Are water sources for hoses available for watering on the premises?
Yes
c. Will the contractor be required to truck in water to provide watering services?
No
13.Is the Embassy tax exempt for the importation of items Yes
14.Are storage facilities available at the Chancellery & residences for contractor’s equipment?
Refer to Attachment 1, GOVERNMENT FURNISHED PROPERTY in the solicitation document
15.If the contractor purchases supplies in Uganda in support of this contract are they VAT exempt?
Contractor is responsible for local taxes
16.If the contractor ships in supplies in support of this contract from outside of Uganda, are custom duties, taxes and VAT waived?
Contractor is responsible for all taxes for goods imported and owned by them.
17.Will a site visit occur?
Site visit was conducted on March 20, 2019
18.Can the Government, please provide a breakdown of size of each of the lawn facilities in either meters or feet?
Area is provided below;
· Chancery located at Plot 1577 Ggaba Road, Nsambya, - 27,411 Sqm
· GSO Warehouse located at Plot 63/67 Spring Road, Bugolobi, - 10,932 Sqm
· CMR located at Plot 2 Ridge way, Kololo - 4,538 Sqm
· DCMR located at Plot 9 Mabua road Kololo - 1,793 Sqm
· Apartments at Plot 7A/9A Serunkuma Road, Mbuya Hill - 617 Sqm
· Lubowa Residence at Plot 813 Lubowa - 1,883 Sqm
· US Embassy Parking Lot at Pearl Of Africa School, Nsambya - 11,996 Sqm
19.Can the Government, please provide a breakdown by location of for gardening services for each of the locations?

20.Can the Government, please consider extended the response date to 8APR19?
Please see solicitation amendment 0001, posted on FBO, which extended the closing date to April 15, 2019.
21.Can the Government please add a CLIN for Mobilization and Demobilization?
No
22.How is pricing to be submitted via Excel spreadsheet or can QuickBooks Pricing Estimate be use to submit pricing?
Contractors shall utilize the pricing tables in the solicitation document
23.Can the Government please provide a CLIN structure with numbers (CLIN 0001, 0002 etc.) for the pricing? Currently the pricing structure shows 1. through 5 for the Base Year and all Option Years (the number are the same).
The pricing tables are clear with identifiable CLINs for each option year.
24.Can the Government please explain 2a. what does that cover?
Please see the fourth paragraph under 1, Scope of Contract.
25.Can the Government please explain 2b. what does that cover, it is difficult to understand?
This is the total estimated area in square meters for the year for Temporary Additional Services, see question 24.
26.Can the Government please explain 2c.? How frequently was Temporary Additional Services required per each year?
Please see the sixth and seventh paragraphs under 1, Scope of Contract.
27.Can the Government, please provide a copy of the previous contract with CLIN pricing?

28. The Government has not provided any volume or measurements of area for the services to be provided on, which can create challenges in budgeting or pricing, with the exception of stating. a. Can the Government, please consider providing the measurement of areas along with and the quantities of bushes or trees at each location?
