Existing supplier has the advantage of owning the facilities; will there be any consideration in terms of price evaluation should a new supplier win under conditions that the current supplier might charge fees for operating the facilities?
The existing supplier paid for the facilities when they first entered into an agreement with the Embassy. The only cost that the Embassy covered was for the TPS software application. The Embassy expects the vendors to reach an agreement between them regarding equipment ownership. Current operations do not require contractor staff for daily operations. The Embassy does not require that the ownership remains with the existing supplier.
6
Is it possible to bid using two different Companies?
The Embassy plans to award the contract to a single vendor. The Embassy will process invoices/payments received from that single vendor.
If companies wish to enter into partnership agreements with other companies they are free to do so and do not need the Embassy approval.

How to fill the Price schedule for all years while the Price is regulated by EWURA
The Embassy understands that EWURA sets fuel prices caps on a monthly basis and that those prices may change. For this reason the Embassy will award a fixed price with economic price adjustment indefinite quantity/indefinite delivery contract.
For your company cost proposal, please fill in the costing tables taking in consideration the current month fuel caps.
