About this file

This is a Questions and Answers document clarifying requirements for RFQ No. 19TU1526Q3779 issued by the U.S. Embassy Ankara, Türkiye General Services Office. The RFQ solicits a single-award firm-fixed-price indefinite delivery/indefinite quantity (IDIQ) contract for Apple iPhone 17, 256GB smartphones in Black, with a minimum order of 10 units and maximum of 100 units. The RFQ was issued on Friday, July 17, 2026, with questions due by Friday, July 24, 2026 at 3:00 p.m. local time (GMT+3), and offers due by Wednesday, July 29, 2026 at 3:00 p.m. local time (GMT+3). Inquiries should be directed to Ankara-GSO-Procurement-DL@state.gov.

The Q&A document addresses two primary concerns from offerors. First, regarding country of origin, offerors may identify the source as "India or China, depending on Apple production batch," with the exact country of origin to be confirmed and documented for each delivery order or delivery batch prior to Government acceptance. Offerors must complete the FAR 52.212-3 place-of-manufacture representation marking end products as manufactured outside the United States. Second, regarding warranty and SIM configuration, the RFQ does not establish a preference between eSIM, physical SIM, or dual-SIM capability; however, all devices must be new, genuine, factory-unlocked Apple products legally imported into Türkiye with IMEI/BTK compliance and sourced through Apple Türkiye authorized distribution channels. Warranty coverage must include a minimum two-year manufacturer-backed Apple Türkiye warranty valid and enforceable in Türkiye with service available through authorized Turkish Apple service providers; regional or non-Turkish warranty coverage alone does not satisfy requirements.

This Questions and Answers document is issued to all interested offerors for RFQ No. 19TU1526Q3779. The answers below clarify existing solicitation requirements. This document does not revise the RFQ, extend the offer due date, or change any terms and conditions. All other RFQ terms and conditions remain unchanged.

Question and Answer 1

Question 1

For Apple iPhone 17, 256GB smartphones, an authorized Apple Türkiye supply source advised that the exact country of origin may depend on the Apple production batch available at the time of delivery. Devices may be manufactured in either India or China.

May offerors complete the Country of Origin field as: "TBD based on production batch - India or China," and confirm the exact country of origin for the devices supplied under each delivery order/delivery batch?

Answer 1 For quotation submission purposes, offerors may identify the country of origin as: "India or China, depending on Apple production batch. Exact country of origin will be confirmed and documented for each delivery order/delivery batch prior to Government acceptance."

The notation "TBD" alone is not sufficient. Offerors must identify the currently known possible countries of origin. If completing the FAR 52.212-3 place-of-manufacture representation, offerors should mark the end products as manufactured outside the United States when the possible manufacturing countries are India and/or China.

The successful contractor shall provide the exact country of origin for the devices delivered under each delivery order/delivery batch, together with the required delivery documentation, including IMEI/serial number information, invoice documentation, and BTK/legal import documentation.

All other RFQ requirements remain unchanged, including the requirements for new and genuine Apple devices, legal import into Türkiye, BTK/IMEI compliance, Apple Türkiye warranty coverage, sourcing through Apple Türkiye authorized distribution channels, sealed original packaging, delivery schedule, and invoice/payment requirements.

Question and Answer 2

Question 2

Can we provide a warranty and maintenance service center that covers all official Apple centers, including those in Turkey and other countries in the Middle East with official Apple service centers?

We would like to ask a few questions regarding the above requirement:

1. Do you prefer all iPhones to have digital electronic SIM cards (eSIM) or physical SIM slots?

2. Is warranty outside of Turkey and inside the Middle East region acceptable?

Answer 2 The Government received questions regarding the acceptable SIM configuration and warranty coverage for the Apple iPhone 17, 256GB devices under RFQ No. 19TU1526Q3779.

For quotation purposes, the RFQ does not establish a preference between eSIM, physical SIM, or dual-SIM capability. Offerors shall identify the SIM configuration of the proposed device in their quotation.

Regardless of SIM configuration, the proposed devices must be new, genuine Apple devices; factory unlocked;

compatible with Turkish mobile networks, including Turkcell, Türk Telekom, and Vodafone; legally imported into Türkiye; IMEI/BTK compliant; and sourced through Apple Türkiye authorized distribution channels.

Warranty coverage must meet the RFQ requirement for a minimum two-year manufacturer-backed Apple Türkiye warranty, valid and enforceable in Türkiye, with service available through authorized Apple service providers located in Türkiye.

Warranty coverage through official Apple service centers in other countries, including countries in the Middle East, may be offered only as additional support. It does not replace the RFQ requirement for warranty service availability in Türkiye.

A quotation that provides only regional or non-Türkiye warranty coverage, or requires the Government to ship devices outside Türkiye for warranty service, will not satisfy the RFQ warranty requirement.

All other RFQ terms and conditions remain unchanged.
