About this file
This file is a Questions and Answers document for Solicitation No. 19TS8026Q0011, a Request for Quotations (RFQ) issued by the Department of State for US Higher Education advising services at the American Embassy in Tunis under the EdUSA program. The document addresses four key clarifications from prospective offerors regarding submission requirements and compliance.
Regarding registration and eligibility, prospective offerors must demonstrate that their System for Award Management (SAM) registration process has already commenced at the time of submission, even if registration remains pending. To satisfy the requirement for evidence of necessary personnel, equipment, and financial resources, offerors may submit any documentation demonstrating capability to provide the requested services. Defense Base Act (DBA) insurance requirements apply only to US citizens working overseas and do not apply to sole proprietors; however, general insurance plan costs should be included in the proposed budget as part of overall costs rather than as a separate line item. For pricing submission, offerors must provide the total quoted amount on the SF-1449 form with detailed itemized budget information showing individual cost categories in Section II of the pricing section. Quotations are due by July 6, 2026 at 10:00 AM and must be submitted electronically in MS-Word, MS-Excel, or Adobe Acrobat format with a maximum file size of 30MB.

1. Question No. 1: If SAM.gov registration has not been completed yet. Answer No. 1: At the submission, you need to provide evidence that the SAM registration process has already started.

1. Question No. 3: The solicitation also states: “The Offeror shall include Defense Base Act (DBA) insurance premium costs covering employees. The offeror may obtain DBA insurance directly from any Department of Labor approved providers...". Since I am applying as a sole proprietor under my patente, does this requirement apply to my case? Additionally, because the work involves outreach activities, should the cost of a general insurance plan be included in the proposed budget?
