About this file

This document is a Notice of Intent for a sole source extension of a gardening services contract for the US Embassy in Tunis, Tunisia. The contract (Number 19TS8020D0002) will be extended to Ste. Yasmine Garden for up to four months, covering gardening services for the Embassy Compound, CMR, and DCR. The justification for sole sourcing is based on unusual and compelling urgency, as the Embassy was unable to complete a new solicitation process by the required date and needs to maintain continuity of landscaping services, particularly during the critical summer season.

The contract involves landscaping services (NAICS Code 561730) with Ste. Yasmine Garden, who has demonstrated excellent performance over the past five years. The notice allows potential alternative vendors to submit evidence of their capability to fulfill the requirement by December 20th, 2025, at 4 PM local time. The point of contact is Autumn Muller, Contracting Officer at the American Embassy Tunis, who can be reached at +216-71-107-449 or MullerAA@state.gov. The contract is being awarded under the authority of FAR 6.302-2, with the intent to extend without further competition.

Title: Notice of Intent to Sole Source for the gardening Services from Sté.Yasmine Garden Contract Number: 19TS8020D0002 Classification Code: S – Utilities and Housekeeping Services NAICS Code: 561730 – Landscaping Services

Description:

The US Embassy Tunis, Office of Contracting, intends to award a sole source extension to the Gardening Services contract for the Embassy Compound, CMR and DCR. The estimated period of performance is up to four months.

Justification for Sole Source:

This procurement is being conducted in accordance with the statutory authority of FAR 6.302-2 for unusual and compelling urgency. The US Embassy in Tunis intended to solicit a new Contract, however due to unforeseen circumstances, we were not able to complete the solicitation process by the required date. Therefore, an extension was necessary to continue with the services without any interruption while working on the new Solicitation especially that gardening and landscaping often require continuity during summer season to ensure proper care and maintenance and ensuring that the seasonal tasks like planting, irrigation and pest control are completed on time. Sté. Yasmine Garden has consistently demonstrated during the last five years excellent performance exceeding expectations in maintaining the grounds to a high standard.
