About this file
This is a Request for Quotations (RFQ) for the delivery and installation of a Mail Screen Facility (MSF) container and Biological Safety Cabinet to U.S. Embassy Bangkok, Thailand. The quotation deadline is September 9, 2026 at 12:00 PM (Bangkok local time), with questions due by September 2, 2026. Award will be made to the lowest-priced, acceptable, responsible quoter based on initial quotations without discussions, although the Government reserves the right to conduct discussions if needed. Quotations must be submitted electronically in PDF format to BangkokGSOProcurement@state.gov and include completed SF-1449, Section 1 (Pricing), Section 5 (Representations and Certifications), proof of SAM registration, and technical proposals specifying delivery schedules and shipping terms.
The MSF container is a prefabricated, factory-assembled two-room modular facility with nominal dimensions of 6.0 m x 2.5 m x 2.5 m, featuring seamless coved sheet vinyl flooring, digitally controlled HVAC, electrical service pre-wired for 60-A capacity at 230V single-phase 50Hz, LED lighting (minimum 645 Lux), three grounded duplex receptacles in the initial screening area, and a stainless steel work table in the secondary screening area. The Class I Biological Safety Cabinet must be designed for BSL-1, 2, or 3 containment with 99.99% HEPA filter efficiency on 0.3 micron particles, variable speed motor, independent blower switch, airflow alarm, tempered safety glass sides, and 100% exhaust canopy connection with 150-mm diameter ducting. The specification identifies the Labconco Purifier Class I Safety Enclosure model 3980323 as meeting minimum requirements. Contractor-furnished items include the MSF container with all prefabrication, the BSC with spare HEPA filter, one 15-meter garden hose for decontamination, auxiliary systems (Bard HVAC unit, partition wall ventilation fan, GE Security duress button, grounding rods), rigging and lifting equipment, and calibrated testing instruments. The Government provides the concrete foundation slab, site access, utility access points, and utility integration services. Delivery must occur within 120 days after purchase order award with technical submittals due within 15 days and factory prefabrication within 60 days. The contract is firm-fixed-price with prices including all labor, materials, overhead, profit, and transportation on a delivered-duty-paid (DDP) basis. U.S. firms may submit offers in U.S. dollars; non-U.S. firms must submit in Thai Baht. VAT is not applicable due to the Government's tax exemption certificate, and U.S. taxes must be excluded from all quotes. The installation involves nine sequenced phases from site prep verification through final BSC field quality control testing, with the Contracting Officer's Representative serving as the Diplomatic Technology Officer. Final acceptance requires 100% compliance with specifications including rigging and placement, flooring and paint finishes, water piping configuration, room light interlock functionality, BSC performance (90 fpm inflow velocity, 165-230 CFM exhaust volume), and proper sealing and door adjustments.

1.6. SITE AND LOCATION REQUIREMENTS
The installation site within the secure NOX compound, U.S. Embassy Bangkok shall meet the following parameters:
(a) OBO-Provided Slab: The container shall be installed on an OBO-provided concrete slab/mount that is exactly 100-mm thick and extends 305 mm larger than the facility's footprint on all four sides.
(b) Decontamination Water Access: The slab must be located within exactly 60 meters of a functional water hydrant to allow a temporary hose connection for decontamination purposes. Permanent connection of decontamination water supply piping to the compound utilities is strictly prohibited.
(c) Environmental Controls: The container's mechanical systems must maintain a stable, digitally controlled internal temperature between 16 and 25 degrees Celsius year-round.
Because Bangkok's ambient temperatures exceed 38 degrees Celsius, continuous conditioned air is required in the secondary screening room via a 15 l/s ventilation fan installed on the partition wall.
1.7. INSTALLATION REQUIREMENTS AND SEQUENCING
Phase 1: Site Prep Verification
The Government shall inspect the OBO-provided concrete slab to verify that it is fully cured, level, and measures exactly 100-mm thick with dimensions extending 305 mm larger than the facility on all sides. Ensure the slab is located within 60 m of a water hydrant.
Phase 2: Delivery & Crane Hoist
Transport the container and all internal equipment to the site. Secure and operate a heavy-duty crane connected to the roof's lifting eyes to safely lift and hoist the container from the transport vehicle directly onto the OBO-provided concrete slab. Verify that the container is placed plumb, aligned, and level.
Phase 3: Structural Anchoring
Permanently anchor the container base plates to the OBO concrete slab using the stainless steel anchor bolts shipped with the unit.
Phase 4: Interior Assembly
Install the stainless-steel worktable in the secondary screening room, securing both the table and the Class I BSC to prevent any physical movement.
Phase 5: Exhaust Ducting
Install the 150-mm diameter PVC or stainless-steel exhaust ductwork from the BSC canopy through the side wall, terminating in the Broan-NuTone wall cap. Seal all interior and exterior wall penetrations with waterproof caulk.
Phase 6: Grounding Rods
Install and connect two (2) separate 2-meter grounding rods directly to the container's grounding lug and the BSC, verifying electrical grounding continuity.
Phase 7: Facilities Management Utility Hook-up
The Embassy's Facilities Management team will connect the main compound utilities to the container's external pre-wired terminals (electrical power distribution to the NEMA disconnect, telecom lines to the RJ-45 jacks, and the duress panic switch to the main compound Technical Security Duress System per Section 282605). In a U.S. Department of State Overseas Buildings Operations (OBO) Mail Screening Facility (MSF), technical security duress and panic button systems fall under Section 28 26 05 (Technical Security Duress Systems) and integrate directly into the post’s Technical Security System (TSS) standards.
Phase 8: Adjustments & Sealing
Seal all interior seams and wall-to-floor transitions with clear silicone gel. Adjust all doors and door hardware to operate smoothly without binding, lubricate all moving hardware, and verify that the BSC tempered glass sash operates smoothly with one hand.
Phase 9: BSC Field Quality Control
Perform and document field testing of the Class I BSC to verify HEPA filter integrity, a nominal inflow velocity of 90 fpm, an exhaust volume of 165-230 CFM, and the functionality of all audible and visual airflow alarms.
