Single Source Justification Summary

This is a Single Source Justification for a federal contract award by the Department of State, submitted by the U.S. Embassy Bangkok's General Services Office, requesting approval to award on a sole source basis to Guardian Centers of Georgia, LLC (600 Perry Parkway, Perry, GA 31069) for advanced law enforcement training services. The estimated contract value is $249,967.00, and the award falls under the simplified acquisition threshold per FAR 13.106-1(b)(1).

Guardian Centers will deliver a three-week Advance Agent Training (AAT) course for 36 law enforcement professionals from October 31 through November 21, 2026, with the training conducted November 2–20, 2026. The contractor shall provide: a comprehensive curriculum using approved DHS/ICE/HSI materials covering operational security, investigative methods, interviewing, report writing, evidence collection, undercover operations, surveillance, officer safety, tactical operations, technical surveillance, cybercrime fundamentals, and mock trial preparation; qualified instructors including HSI Advisors and Subject Matter Experts; an eight-phase continuous case scenario requiring students to respond to criminal leads, conduct surveillance, execute vehicle stops, conduct undercover meetings, plan and execute warrants, collect and process evidence, and testify in mock trials; realistic training environments and venue buildouts; comprehensive participant support services integrated with training delivery; round-trip bus transportation for all 36 students between Perry, Georgia and a designated airport or major city within 600 miles; daily transportation using 15-passenger vans and additional support vehicles; marked and training vehicles for high-risk vehicle stop simulations; and role players and non-lethal training equipment. Training content is classified as Law Enforcement Sensitive (LES) and For Official Use Only (FOUO), with no DHS or ICE databases to be accessed by students. The justification cites Guardian Centers' unique integrated 830-acre training facility, demonstrated capability to deliver the complete AAT package including scenario-based training at scale, prior experience with law enforcement sensitive requirements, and integrated participant support and transportation services as the basis for sole source award. Informal market research indicated no alternative venue could provide the full integrated package within the required timeframe and budget.

THRESHOLD

SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

The requirement is to provide a three-week Advance Agent Training (AAT) course for 36 law enforcement professionals at the Guardian Centers facility in Perry, Georgia. The estimated value for the entire period of performance is $249,967.00, including all required services.

The contractor shall:

• Deliver a three-week, mission-critical, specialized AAT course using approved DHS/ICE/HSI curriculum, focused on strengthening investigative and operational capabilities of participating law enforcement professionals.

– Surveillance and counter-surveillance

– Operational planning and briefings

– Officer safety and defensive tactics

• Conduct an eight-phase continuous case scenario that runs throughout the course, requiring students to:

– Respond to initial criminal leads and informant contact.

– Conduct mobile and foot surveillance.

– Plan and execute a high-risk vehicle stop.

– Conduct undercover meetings.

– Plan and execute search and arrest warrants.

– Collect, process, and document evidence.

These supplies/services required:

• Provide all necessary venue buildouts and realistic training environments, including structures and scenes that simulate real-world investigative and tactical operations.

• Provide a full suite of participant support services necessary to enable uninterrupted participation by all 36 students for the duration of the course. Such services shall be integrated with training delivery and may include coordination of daily access to training venues, local movement between designated participant support locations and training venues, and other support activities required to sustain course execution.

• Provide round-trip bus transportation, including pick up and drop off of students, between the training facility in Perry, Georgia and an airport or major city designated by U.S. Embassy Bangkok, located within 600 miles of the training facility, for all 36 students.

• Provide daily transportation during the AAT course, including 15-passenger vans or equivalent for daily movement between designated participant support locations and training venues, and additional vehicle(s), such as an SUV or similar, for overflow or operational support.

• Provide marked vehicles and other suitable training vehicles to simulate risk and high-risk vehicle stops and other mobile operations.

• Provide role players and non-lethal training equipment to support all phases of the continuous case scenario and defensive tactics/tactical operations blocks.

Training content will be law enforcement sensitive (LES) and For Official Use Only (FOUO). No DHS or ICE databases will be taught, shared, or accessed by students during or after the course. The training will allow U.S. Embassy Bangkok and HSI to enhance the capability of participating law enforcement professionals to investigate and disrupt transnational criminal organizations involved in child exploitation, cybercrimes, counterproliferation, contraband smuggling, financial crimes, and other violations under HSI purview, thereby directly supporting U.S. national security and regional stability objectives.

SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN

FULL AND OPEN COMPETITION

In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has deemed only one source reasonably available based on the following:

☒ Other: Only one source reasonably available due to unique facility capabilities and proven ability to deliver the complete Advance Agent Training (AAT) package (curriculum, facilities, participant support services, transportation, role players, and continuous case scenario) within the required timeframe.

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

CITED

Guardian Centers of Georgia, LLC is uniquely qualified to provide the required AAT training based on the following factors:

Unique Integrated Training Environment Guardian Centers operates an approximately 830-acre training facility specifically designed to support complex law enforcement, military, and disaster training exercises. The facility can host the full suite of AAT curriculum, including classroom blocks, defensive tactics, high-risk vehicle stops, surveillance exercises, building entry and room clearing, search and arrest warrant execution, and courtroom mock trial, all within one controlled environment.

Scenario Build-Out and Role Player Support Guardian Centers can build out multiple venues and structures to simulate realistic operational scenes. It has demonstrated capability to furnish sufficient role players and non-lethal training equipment to support an eight-phase continuous case scenario, including initial contact, informant interview, surveillance, vehicle stop, undercover meetings, search warrants, arrest warrants, and mock trial testimony.

Integrated Participant Support and Transportation The vendor provides participant support services and transportation as a coordinated, integrated package.

This is critical to safely and efficiently support 36 law enforcement professionals for three weeks of intensive training, including pre-course arrival and orientation and daily movements between designated participant support locations and training venues, as well as round-trip movement to and from a designated airport or major city within 600 miles of the training facility.

Prior Performance and Familiarity with Curriculum Guardian Centers has previously hosted similar multi-week law enforcement training courses and is familiar with DHS/ICE/HSI curriculum and law enforcement sensitive requirements. This prior experience reduces risk and ensures continuity in the delivery of advanced, scenario-based training, particularly for complex, multi-phase case scenarios.

Security and LES/FOUO Handling The facility and staff are familiar with LES and FOUO training requirements and can appropriately control and safeguard sensitive law enforcement training content, while ensuring no DHS/ICE databases or other restricted systems are accessed by course participants.

Market Research Informal market research was conducted, including review of other U.S.-based law enforcement and tactical training venues and consultation with HSI personnel familiar with prior training efforts. This research indicated:

• Other venues lacked the combination of a large, purpose-built training campus with integrated participant support services and transportation, and the ability to run a continuous, multi-phase case scenario at the required scale.

• Alternative facilities could support portions of the curriculum (for example, classroom or range training) but could not provide the full AAT package (LES scenario, role players, participant support services, transportation, and integrated tactical environments) in a single location within the required timeframe and budget.

Based on this, Guardian Centers of Georgia, LLC was determined to be the only source reasonably available that can meet the full technical and logistical requirements of the Advance Agent Training (AAT) course for 36 law enforcement professionals in November 2026.

Failure to award to this vendor in time to secure the venue, participant support services, transportation, and course preparation would risk cancellation or delay of this mission-critical training, resulting in potential loss of fiscal year funding, disruption to pre-coordinated participant travel and scheduling, and a significant delay in enhancing law enforcement capacity to address transnational criminal organizations impacting U.S. national security.
