About this file

This is a Single Source Justification document for a sole source contract award not exceeding the simplified acquisition threshold. The U.S. Department of State, Bureau of East Asian and Pacific Affairs, is awarding a contract to Blue Door (blue-door.co) in the United Kingdom for the EAP Mid-Level Manager Mentorship Program at the Regional Service Center–EAP (RSC-EAP) in Bangkok, Thailand. The estimated contract value is $49,700 USD.

The contractor will provide instructional design, curriculum development, facilitation, and program management services to support two parallel cohorts of the EAP Mid-Level Manager Mentorship Program for program year 2026–2027, running from approximately October 2026 through April 2027. Specific deliverables include project management during a two-month preparation period (August–September 2026) and five months of program delivery (October 2026–April 2027); design and distribution of Expression of Interest and Application surveys; review, update, and adaptation of program materials including session plans, slide decks, Articulate Rise online learning packages, and mentorship resources; facilitation of an in-person kick-off event in Bangkok in October 2025; co-facilitation of monthly virtual Skills Studios and mentor workshops; development and monthly delivery of updated Mentor Discussion Guides and training and leadership development resources; design and administration of mid-point and closing surveys with benchmark analysis; and facilitation of a program debrief meeting upon conclusion. The sole source justification cites exclusive licensing agreements and Blue Door's unique qualifications, including original co-design and delivery of the program since 2024, deep familiarity with EAP's organizational culture and participant base, ownership of existing program materials, an established co-facilitation relationship with RSC-EAP, and extensive relevant project experience. The document is signed and certified by Eric Hansen, Director of RSC-EAP-EDD, and Contracting Officer Ramon J. Menendez-Carreira of the General Services Office at the U.S. Embassy Bangkok, dated January 28, 2026.
