Department of State US Embassy Bangkok
About this file
This is a Single Source Justification for a sole source contract award not exceeding the simplified acquisition threshold, submitted by the U.S. Embassy Bangkok under the Department of State's Office of Procurement Executive.
The U.S. Embassy Bangkok seeks to award a sole source contract to the Ritz Carlton Hotel (One Bangkok) for event space, catering, and accompanying services to host the Freedom 250 Celebration Committee's commemoration of America's 250th birthday. The estimated contract value is $80,000, including options. The contracting officer determined that only one source is reasonably available based on the vendor being an American brand with premium event space and date availability. The justification cites FAR 13.106-1(b)(1) as the regulatory authority for the sole source award. The Embassy conducted market research by soliciting quotes from multiple Bangkok venues, including a local convention center and several five-star hotels, and determined that the Ritz Carlton submitted the lowest price proposal by a considerable margin, well below prevailing market rates for comparable event spaces. The contracting officer certified that the anticipated cost to the government is fair and reasonable based on competitive analysis. The essential selection criteria include prestige and representation suitable for high-level diplomatic engagement, capacity and flexible layout for VIPs and formal ceremonies, robust security coordination with U.S. and host nation teams, central location with accessible parking and transportation, advanced audiovisual and interpretation capabilities, support for U.S. economic interests through American company ownership, and confirmed availability on the specific required date. The requirements certification was signed by Daniel Brockman, Freedom Day Logistics Lead, and the contracting officer certification was signed by Ramon Menendez-Carreira, Contracting Officer, both of the U.S. Embassy Bangkok.

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

CITED
The nature of this acquisition requires the use of the authority at FAR 13.106-1(b)(1) due to the unique requirements of the U.S. Embassy’s 250th Independence Day celebration. This event is of exceptional significance, marking the semiquincentennial of the United States, and serves as the capstone of a yearlong, global initiative by the Department of State and the U.S. Government. The event will host high-level dignitaries, members of the diplomatic corps, and key partners, necessitating a venue that meets the highest standards of security, prestige, and capacity.
The proposed contractor is the only provider in Bangkok able to offer a premium event space that meets all of the following essential criteria:
• Prestige and Representation: The venue must reflect the stature of the United States and the importance of the 250th anniversary, providing an environment suitable for high-level diplomatic engagement.
• Capacity and Layout: The space must accommodate a large number of guests, including VIPs, with flexible configurations for both formal ceremonies and receptions.
• Security: The venue must support robust security measures in coordination with U.S. and host nation security teams, including secure access points and the ability to implement required protocols.
• Location and Accessibility: The venue must be centrally located, easily accessible for guests, and provide adequate parking and transportation options.
• Technical Capabilities: The space must support advanced audiovisual requirements, simultaneous interpretation, and other technical needs for a high-profile international event.
• Support for U.S. Economic Interests: The selected venue is owned and operated by an American company, directly supporting U.S. business interests abroad and reinforcing the Department’s commitment to promoting American enterprise and values in the host country.
• Date Availability: The proposed venue is the only premium event space of its caliber in Bangkok that is available on the specific date required for the 250th anniversary celebration, ensuring the event can be held as scheduled and in alignment with the Department’s global commemorative activities.
SECTION 6. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST
TO THE GOVERNMENT IS FAIR AND REASONABLE
By signing the justification, the Contracting Officer makes a determination that the price to the Government is anticipated to be fair and reasonable.
The anticipated cost to the Government for this acquisition is fair and reasonable. The Embassy conducted market research by soliciting quotes from multiple venues in Bangkok capable of hosting an event of this size and available on the required date, including a local convention center and several five-star hotels.
The selected venue submitted the lowest price proposal by a considerable margin. Furthermore, the quoted price is well below the prevailing market rate for comparable event spaces and services in Bangkok for an event of this scale and profile. This determination is based on a comparison of the bids received, as well as a review of published rates for similar venues. Based on this competitive analysis, I have determined that the anticipated cost to the Government is fair and reasonable.
