Dear Prospective Quoter:
Subject: Request for Proposal number 19TC1024R0003
Enclosed is a Request for Proposals (RFP) for Shipping and packing Services. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it electronically.
The U.S. Government intends to award a contract to the responsible company submitting an acceptable quote at the lowest price. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
The Embassy intends to conduct a pre-proposal conference and a site visit at the Embassy. The pre-proposal conference/site visit will be held on July 23, 2024, at 10:00 am (local time) at the U.S. Embassy Abu Dhabi. Prospective quoters should submit duly filled “Site Visit Registration Form” (attached) by July 19, 2024 by 10:00 am to arrange entry to the building. Your site visit registration form must be submitted to AbuDhabiContracts@state.gov and copied to Mokbelia@state.gov with subject line “Site Visit Registration Form – Solicitation No.
19TC1024R0003”.
Proposals are due by August 9th, 2024, at 10:00 am (UAE time). No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Your proposal must be submitted electronically to AbuDhabiContracts@state.gov and copied to Mokbelia@state.gov with subject line “Proposal Enclosed – Solicitation No. 19TC1024R0003".
It is important to make sure the submission is made in specific size and format; in Adobe Acrobat (pdf) file format. The file size must not exceed 10MB. If the file size should exceed the 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each.
In order for a quotation to be considered, you must also complete and submit the following:
1. SF-1449
2. Section 1, Pricing
3. Section 5, Representations and Certifications
4. Additional information as required in Section 3
5. Proof of System for Award Management (SAM) Registration
Quoters shall be registered in the System for Award Management (SAM) database at https://www.sam.gov prior to submittal of their quote as prescribed under FAR 4.1102. Therefore, quoters are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
