About this file

This is a Justification and Authorization (J&A) document for an Other Than Full and Open Competition procurement by the U.S. Department of State.

On June 15, 2026, the U.S. Mission to Geneva awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to LUXE LIMOUSINE SA (avenue du Cimetière 22, 1213 Petit Lancy, Switzerland) for transportation services supporting a Vice President of the United States (VPOTUS) visit to Switzerland. The contract is Firm-Fixed-Price with an estimated value of $2,630,560.00 and a performance period of June 15-30, 2026, with no option period. The contractor will provide 150 vehicles with drivers and dispatch support for the senior U.S. Government principal and accompanying delegation, including transportation for passengers and equipment supporting security, communications, logistics, and operations elements.

The justification for other than full and open competition is based on unusual and compelling urgency under FAR 6.302-2 and FAR 6.103-2, citing 41 U.S. Code 1901 as implemented by FAR 12.000. The U.S. Mission received only one day's advance notice of the visit, and the location was changed from Geneva to Lucerne mid-planning, eliminating time for normal solicitation procedures. Market research identified only two vendors meeting the security and capacity requirements: Sixt (committed to G7 Summit support and unavailable for initial VPOTUS visit days) and LUXE LIMOUSINE (the only vendor able to fully meet requirements within the compressed timeframe). Pricing comparison showed Sixt at 1,140 CHF for 8 hours (120 CHF overtime) versus LUXE LIMOUSINE at 1,570 CHF for 10 hours (105 CHF overtime) for comparable vehicles. No formal synopsis was published due to national security concerns regarding high-security VIP diplomatic travel.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

SECTION 1: IDENTIFICATION OF THE AGENCY AND THE CONTRACTING

ACTIVITY

Department of State Contracting Activity

Acquisition Management Foreign Service Institute Office of Foreign Missions U.S. Mission to the United Nations Overseas Post : US Mission Geneva

Requiring Activity

US Mission Geneva

SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING

APPROVED

On June 15, 2026, US Mission Geneva awarded a new IDIQ to LUXE LIMOUSINE SA avenue du Cimetière 22 1213 Petit Lancy Switzerland for the supplies of services described in Section 3 on behalf of the Requiring Activity.

This IDIQ allowed the US Mission to issue task orders to a pre-approved vendor as needed to meet operational and security requirements associated with a short-fuse VPOTUS visit to Switzerland.

The IDIQ is of Firm-Fixed-Price (FFP) type.

SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE

The contractor will provide a total of 150 vehicles, with drivers and dispatch support, for a senior U.S. Government principal and accompanying delegation. This includes transportation for passengers and equipment supporting security, communications, logistics, and operations elements.

Period of Performance: June 15 30, 2026 (no option period)

Estimated Value: $2,630,560.00 (no option to exercise)

SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING

OTHER THAN FULL AND OPEN COMPETITION

This statutory authority permitting other than full and open competition is 41 U.S. Code 1901 as implemented by FAR 12.000; see also FAR 12.102(b).

FAR 6.103-2 Unusual and compelling urgency.

SECTION 5:

UNIQUE QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES

USE OF THE AUTHORITY CITED

Post received little advanced notice of VIP travel; there was no time to follow the normal solicitation procedure. Concurrently, the G7 Summit in nearby Evian has already consumed the local supply of vehicles and vetted drivers, leaving few qualified vendors available. In addition, the location of the visit, originally targetting Geneva, was moved to Lucerne in central Switzerland; post had no time to evaluate different contractors in that region.

Luxe Limousine is SAM-registered and immediately available, with the capacity and ability to meet the security coordination requirements (e.g., Secret Service/Diplomatic Security vetting) needed on this compressed timeline. They are available to support operations in both Geneva and Lucerne.

Given the unusual and compelling urgency, the constrained local market due to the G7 Summit, and the need to meet strict security requirements without delay, use of other than full and open competition under FAR 6.302-2 is justified, with award to Luxe Limousine.

SECTION 6. DESCRIPTION OF EFFORTS TO ENSURE THAT OFFERS WERE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE,

INCLUDING WHETHER A NOTICE WAS OR WILL BE PUBLICIZED AS

REQUIRED BY FAR SUBPART 5.1 AND, IF NOT, WHICH EXCEPTION UNDER

FAR 5.101(B) APPLIES

Efforts to solicit offers from as many sources as practicable were conducted as follows:

The US Mission identified vendors with experience providing vehicle rental and chauffeur services for high-profile international. Vendors were evaluated based on operational, security, and timing capabilities. Only two vendors Sixt was already committed to supporting G7-related transportation requirements and could not provide the required quantity of vehicles during the initial days of the VPOTUS visit. Luxe Limousine was the only vendor able to fully meet the Department's requirements within the compressed timeframe.

A formal synopsis was not published because the requirement supports high-security, VIP, and diplomatic travel with extremely short notice. Public notice would compromise operational and national security (FAR 5.202(a)(2) and 5.202(a)(3)).

These efforts ensured that offers were solicited, to the maximum extent practicable, from all sources reasonably capable of meeting the Department's urgent, security-sensitive requirements, consistent with the constraints imposed by the situation.

SECTION 7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT IS FAIR AND REASONABLE

The Contracting Officer has determined that the anticipated cost to the Government for the vehicle services covered by this J&A is fair and reasonable. This determination is based on the following:

Estimated costs are based on rates previously negotiated for similar vehicle services, including secure transport for VIPs and diplomatic delegations.

Market research confirms that the proposed rates are consistent with current commercial pricing for vehicle services and associated logistics in Geneva and surrounding areas, even under short-notice and high security conditions.

The prices form Sixt and Luxe Limousine were the following :

- Sixt - Van 6 px : 1140 CHF for 8 hours OT 120 CHF

- Luxe Limousine 7/9 pax van : 1570 CHF for 10 hours OT 105 CHF

By signing this justification, the Contracting Officer confirms that the cost to the Government is expected to be fair and reasonable given the urgency, security requirements, and operational constraints of supporting VPOTUS

SECTION 8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED (SEE

PART 10) AND THE RESULTS OR A STATEMENT OF THE REASON A MARKET

RESEARCH WAS NOT CONDUCTED

Market research was conducted in accordance with FAR Part 10. The US Mission identified vendors with experience providing vehicle services for high-profile international events in Switzerland, Geneva, and surrounding areas. Vendors were evaluated for short-notice deployment, security compliance, and VIP/diplomatic support.

Results confirmed that only a limited set of vendors could meet the required combination of capacity, security, and operational experience for VVIP.

A formal synopsis was not published because this procurement involves high-security, VIP, and diplomatic travel on extremely short notice, and public notice would compromise operational and national security (FAR 5.202(a)(2) and 5.202(a)(3)).

SECTION 9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER

THAN FULL AND OPEN COMPETITION

The U.S. Mission in Geneva received notification of the visit only one day before it occurred, and the specific requirements for vehicle support were not finalized until shortly before the event itself.

Compounding this urgency, the visit location was changed from Geneva to Lucerne after initial planning had begun. This last-minute shift introduced additional logistical complexity and cost, including the need to arrange driver lodging in Lucerne and to account for additional mileage and travel time between the two cities. These factors further narrowed the pool of vendors capable of responding on short notice, as any contractor would need to rapidly reposition vehicles and drivers, secure lodging, and adjust routing to support the relocated visit.

SECTION 10. LISTING OF SOURCES, IF ANY, THAT EXPRESSED A WRITTEN

INTEREST IN THE ACQUISITION

To date, no other sources have written to express an interest.

SECTION 11. STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE

TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY

SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED

To promote future competition and reduce reliance on other than full and open competition for similar requirements, the US Mission will take the following action: The Mission will identify and pre-qualify multiple vendors in Geneva Switzerland (and neighboring areas, as appropriate) capable of providing secure, chauffeured vehicle services on short notice for high-profile and dignitary visits, reducing dependence on only two contractors. For future events, the Mission may engage in advance outreach, update market research, and encourage vendor qualification to expand the pool of capable providers, while maintaining security and operational standards.
