INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT

SCHEDULE OF SERVICES, BLOCK 20

1.0 Scope of Work

The Contractor shall provide commercial mobile telephone services to the Embassy of the United States of America in Singapore in support of official Government operations.

Services shall include mobile voice services, mobile data services, short message services, international roaming services when authorized, and international direct dialing services when authorized, all in accordance with the requirements of this Statement of

Work.

Mobile telephone services shall be provided primarily for use within Singapore. Certain

Government personnel may require international roaming or international direct dialing capabilities to support official travel or mission requirements. Such services shall be strictly controlled, authorized, configured, and billed only as expressly permitted under this contract.

The requirements set forth in this Statement of Work represent the Government’s minimum needs to ensure reliable, secure, and legally compliant mobile telecommunications services in the host nation. These requirements are established to ensure direct accountability for service delivery, effective control of service configuration, accurate and transparent billing, continuity of operations, timely resolution of service issues, protection against unauthorized charges, and full compliance with applicable laws and regulations of the Republic of Singapore.

The Contractor shall furnish all labor, supervision, systems, materials, equipment, licenses, permits, and services necessary to perform the work described herein, except for those items expressly identified as Government-Furnished Equipment or Government-

Furnished Information.

2.0 Background and Operating Environment

The U.S. Embassy Singapore relies on mobile telecommunications services to support diplomatic engagement, administrative coordination, mission support activities, and official communications. Mobile telephone services are essential to daily Embassy operations and must be reliable, secure, and compliant with host-nation regulatory requirements.

The telecommunications market in Singapore is regulated by the Government of the

Republic of Singapore. Mobile telecommunications services, including network operations, numbering resources, international roaming arrangements, and international calling capabilities, are subject to licensing, authorization, and regulatory oversight. The

Government requires that the Contractor be legally authorized to operate within this regulatory framework and be directly accountable for all services provided.

The Contractor shall have direct control over, or a direct contractual relationship with, the underlying mobile network infrastructure used to provide services under this contract.

The Contractor shall possess the authority and technical capability to configure services, manage provisioning, control network features, and resolve service issues in a timely manner.

The Contractor shall be fully responsible for the performance of all services provided under this contract, including any services performed by subcontractors or through reseller arrangements. The use of pass-through entities that do not exercise direct control over service delivery, network configuration, billing, or customer support is not acceptable.

3.0 Detailed Technical and Service Requirements

3.1 Quantity of Mobile Lines

The Contractor shall provide mobile telephone services for approximately three hundred

(300) mobile lines. The actual number of active mobile lines may increase or decrease during the period of performance based on Government requirements.

The Government does not guarantee a minimum number of active mobile lines and may add or disconnect lines as operational needs change.

3.2 Service Plans and Included Usage

Mobile telephone services shall be provided under defined service plans and associated

Contract Line-Item Numbers (CLINs) as set forth in the Price Schedule.

Local mobile voice calls placed within Singapore shall be included in the applicable service plan up to the voice minute allowance associated with the assigned CLIN. No additional charges shall apply for local voice calls that fall within the included allowance.

Local short message service (SMS) shall be included up to the allowance associated with the applicable CLIN.

Local mobile data usage within Singapore shall be included up to the data allowance associated with the applicable CLIN.

The Contractor shall not bill the Government for usage that falls within included allowances. Charges for usage exceeding included allowances shall be billed only when expressly authorized by the Government under this contract.

Individual mobile lines shall not be subject to mandatory service terms, minimum commitment periods, contract lock-ins, or early termination penalties.

The Government reserves the right to activate, suspend, or terminate any mobile line at its sole discretion at any time during the period of performance, based on operational requirements, and shall not be charged for any early termination.

The Contractor shall not impose any early termination fees, penalties, or additional charges associated with the activation, suspension, or termination of mobile lines.

3.3 Network Availability and Continuity of Service

The Contractor shall provide mobile voice and data services on a continuous twenty-four

(24) hours per day, seven (7) days per week basis, consistent with standard commercial mobile telecommunications practices in Singapore.

The Contractor shall operate and maintain its network to minimize service interruptions.

Planned maintenance activities shall be scheduled and performed in a manner that minimizes disruption to Government operations.

Customer support and account management services must be available during standard

Singapore business hours.

3.4 International Roaming Services

International roaming services shall be provided only for mobile lines assigned to a service plan and CLIN that explicitly includes international roaming.

The Contractor shall implement technical controls at the network and account level to block international roaming for all mobile lines that are not authorized for roaming.

For mobile lines authorized for international roaming, roaming services shall be provided in accordance with the Contractor’s commercially available roaming coverage, which shall include, at a minimum, the countries identified in Attachment 2 – Authorized

International Roaming Countries by CLIN.

The countries listed in Attachment 2 represent the Government’s minimum international roaming requirements.

Failure to provide roaming services in the minimum listed countries may result in the

Government determining the Contractor noncompliant with contract requirements.

The Contractor shall implement commercially reasonable controls to manage and restrict roaming in accordance with Government requirements.

International roaming services shall be provided on an inclusive, fixed-price basis under the applicable CLIN.

When roaming data usage reaches the included allowance under the applicable CLIN, the

Contractor shall apply commercially available controls (e.g., throttling, usage alerts, or notifications) in accordance with standard commercial practices.

International roaming coverage is dependent on commercial roaming agreements between mobile network operators and may change during the period of performance.

The Contractor shall use commercially reasonable efforts to inform the Government of any material changes to roaming coverage that affect the minimum countries listed in

Attachment 2.

The Contractor may offer roaming coverage in additional countries beyond the minimum listed set at no additional cost to the Government.

The Contractor shall work with the Government in good faith to review and resolve any billing discrepancies, including charges resulting from unauthorized use or provisioning, configuration, or billing errors.

3.5 International Direct Dialing (IDD) Services

International Direct Dialing services shall be blocked by default for all mobile lines.

IDD services shall not be enabled unless expressly authorized in writing by the

Contracting Officer’s Representative. Authorization shall be specific to identified mobile lines and may be time-limited.

When authorized, IDD calls shall be billed at the Contractor’s prevailing commercial international direct dialing rates, defined as the Contractor’s standard publicly available

IDD rates in effect at the time the call is placed and applied uniformly to similarly situated commercial customers.

The Government may establish a monthly not-to-exceed spending limit for IDD usage on authorized lines. The Contractor shall make commercially reasonable efforts to assist the

Government in managing usage within any established limits.

The Contractor shall work with the Government to review and resolve any billing errors or unauthorized charges.

3.6 Service Configuration and Blocking Controls

The Contractor shall implement and maintain technical and administrative controls to ensure that only authorized services are enabled on each mobile line.

The Contractor shall ensure that international roaming and international direct dialing services are blocked for all lines not expressly authorized for such services.

The Contractor shall be fully responsible for the accuracy of service provisioning, configuration, and blocking.

4.0 Deliverables

The Contractor shall provide monthly invoices detailing charges by CLIN and by mobile line.

The Contractor shall provide detailed monthly billing reports identifying, at a minimum, the mobile number, usage quantities, and charges associated with each line.

The Contractor shall provide line inventory reports, usage reports, and service configuration reports upon request, either electronically through an online portal.

All deliverables shall be provided in English.

5.0 Period of Performance

The period of performance consists of a one-year base period followed by one (1) one-year option period, if exercised by the Government.

Services shall commence upon contract award and continue without interruption through the base period and any exercised option periods.

6.0 Government-Furnished Equipment and Information

The Government will provide Government-owned mobile devices for use under this contract.

The Contractor shall provide e/SIMs and/or SIM cards and activate services on

Government-furnished devices.

The Government may provide existing telephone numbers, user identification data, and billing information necessary to perform the work.

7.0 Contractor-Furnished Materials and Labor

The Contractor shall furnish all labor, supervision, materials, systems, and services necessary to perform the requirements of this contract.

Replacement eSIMs and/or SIM cards shall be provided and replaced at no additional cost to the Government, including replacements due to loss, damage, normal wear, or service-related issues.

8.0 Safety Requirements

The Contractor shall comply with all applicable safety laws and regulations of the

Republic of Singapore and standard commercial safety practices applicable to the services provided under this contract.

9.0 Security Requirements

Routine on-site access to Embassy facilities is not required. Any non-routine access shall comply with all applicable Embassy security procedures.

The Contractor shall safeguard Government-furnished information against unauthorized access, use, or disclosure.

10.0 Quality Assurance and Acceptance

Services shall be considered acceptable when they are provided in accordance with authorized CLINs, when service configurations are correct, when blocking controls are effective, and when invoices are accurate and complete.

The Government may reject nonconforming services or invoices.

11.0 Invoicing and Payment

Invoices shall be submitted monthly. Payment shall be made only for authorized services satisfactorily performed. The Contractor shall provide a monthly breakdown of calls made by individual numbers. The breakdown shall clearly show:

Called Number

Time and Date of the Call

Duration of the Call

Price

Invoices that do not contain the required information may be rejected by the Government as improper invoices.

The COR will distribute detailed invoices to the appropriate Government representatives for review.

That agency representative will review the detailed invoice and either approve for payment or advise the COR of the inaccuracies found. It shall be the COR who will interact with the Contractor on any invoice problems.

Payment shall be made in local currency by Electronic Funds Transfer (EFT) within 30 days after receipt of the proper invoice.

The Government shall not pay for unauthorized services or billing errors. The Contractor shall work with the Government in good faith to review and resolve any disputed charges.

12.0 Contract Administration

Only the Contracting Officer may modify the contract in writing.

The Contracting Officer’s Representative shall serve as the primary technical point of contact and is not authorized to make changes that affect the contract terms, conditions, or price.

The Contractor shall cooperate with Government audits of services, configurations, and billing records and shall provide access to relevant records upon request.

13.0 Special Contract Requirements

13.1. Direct Service Provider Requirement

The Contractor shall be the primary provider and shall be fully responsible for the mobile telecommunications services furnished under this contract.

The Contractor shall have direct control over, or a direct contractual relationship with, the underlying mobile network infrastructure and shall possess the authority and technical capability to configure services, manage provisioning, control network features, and resolve service issues in a timely manner.

This restriction applies only to core mobile telecommunications services and does not prohibit subcontracting for ancillary administrative or support functions that do not affect network control, billing accuracy, or service delivery.
