Agency, Singapore Customs, or another Singapore authority. Government review does not relieve the Contractor of responsibility for compliance.
Only a vehicle fully eligible for diplomatic registration and lawful operation in Singapore at the time of delivery will be accepted.

The Quoter shall propose one of the following methods:
1. Purchase through an authorized Singapore vehicle dealer.

A non-Singapore intermediary may not purchase an already-imported vehicle from a
Singapore dealer in its own name and subsequently resell or transfer the vehicle to the
Government.

A Quoter may propose to supply the vehicle through direct importation into Singapore.
For a directly imported vehicle:
1. The transaction shall be processed as an import under applicable MFA procedures.
2. The U.S. Embassy shall be identified as the purchaser, consignee, and intended registered owner, as required by the applicable Singapore authorities.
3. The Contractor shall arrange and manage export clearance, international transportation, insurance during transit, customs processing, declaring-agent services, testing, certification, homologation, LTA and NEA compliance, diplomatic registration, and final delivery.

6. The Contractor shall not acquire or register the vehicle locally in its own name for subsequent resale to the Government.
The Government will provide diplomatic notes, MFA applications, exemption documentation, and official signatures that can be issued only by the Mission.
Government cooperation does not relieve the Contractor of responsibility for successful importation, compliance, registration, and delivery.

The following transaction structures are not acceptable:
1. A prime contractor purchasing an already-imported vehicle from a Singapore dealer in the prime contractor’s name and reselling it to the Embassy.

3. A Contractor seeking reimbursement for GST, customs duties, Additional
Registration Fee, Certificate of Entitlement, road tax, Vehicular Emissions
Scheme surcharge, or other charges caused by an intermediary purchase.

5. Separate payment arrangements between the Government and the Contractor’s dealer, importer, or subcontractor.
6. Any arrangement inconsistent with the acquisition method approved by Singapore
MFA.

Contractor shall identify any known delivery contingencies, including manufacturing allocation, color availability, transportation, testing, certification, homologation, and regulatory approvals.
3.4. Contractor personnel involved with delivery shall comply with applicable U.S. Embassy access and receiving requirements.

4.1. The Contractor shall remain responsible for the vehicle and all associated costs from its point of origin through final delivery, diplomatic registration, inspection, and
Government acceptance.

1. Delivered to the designated location.
2. Approved and registered for diplomatic use in Singapore.
3. Inspected by the Government.
4. Found compliant with the purchase order.
5. Formally accepted by the authorized Government representative.
4.3. Shipment, arrival in Singapore, customs clearance, registration, or physical placement at the Embassy does not constitute Government acceptance.
4.4. Use of a dealer, importer, freight forwarder, declaring agent, testing facility, registration agent, or other subcontractor does not relieve the Contractor of responsibility and does not create contractual privity between the Government and any subcontractor.
5. FAILURE TO IMPORT, REGISTER, OR DELIVER
5.1 Failure to import, clear, test, certify, homologate, register, or deliver the vehicle within the required delivery period constitutes failure to deliver a conforming product.
5.2 If the vehicle is detained, rejected, denied registration, or found noncompliant, the
Contractor shall, at no additional cost to the Government:
• Correct the noncompliance.
• Obtain the required testing or certification.
• Provide a conforming replacement vehicle.
• Remove or re-export the noncompliant vehicle.
• Pay all resulting transportation, storage, port, demurrage, testing, modification, re-export, and disposal costs.
5.3 The Contractor shall not be entitled to additional payment for costs resulting from its failure to determine the vehicle’s eligibility for importation, registration, or operation in
Singapore.
5.4 The Contractor shall not be entitled to schedule relief for regulatory requirements in effect on the quotation closing date or requirements the Contractor reasonably should have identified before shipment.

6.3 The Government may reject a vehicle that does not conform to the purchase order or the technical information submitted with the Contractor’s quotation.
6.4 The Contractor shall correct or replace a rejected vehicle at no additional cost to the
Government.
6.5 Government inspection, acceptance, or payment does not waive latent defects, fraud, gross mistakes amounting to fraud, or applicable warranty rights.
7. PAYMENT
7.1 Payment will be made after:
1. Delivery of the complete vehicle.
2. Diplomatic registration.
3. Government inspection and acceptance.
