The purpose of the pre-proposal meeting held on August 9, 2023at the Embassy Chancery; was to discuss Embassy Dakar solicitation issued on July 21, 2023, for Travel Management services. The goal was to answer any questions regarding the solicitation, provide an understanding of the contract structure as well as an overview of the offer’s submission requirements and evaluation criteria.

Representatives from Embassy Dakar:

Dwight Samuels, Contracting Officer Amy Barry, Travel Supervisor Amadou Lamine Dia, USAID Travel Supervisor Stubina, Rodney USAID Executive Officer Marie Françoise Dorego, Procurement Specialist Nicolas Dione, Procurement Agent

The Procurement team welcomed all attendees, introduced GSO and Travel sections staff and then invited contractor representatives to introduce themselves.

Mrs. Dorego checked whether all the bidders were able to find and download the solicitation package on Sam.gov.

As there were a few negative responses, the link to the solicitation package was again shared and advice given on how to access the website. She also explained that this pre-proposal conference will not alter the solicitation, but if there is a need for change, it will be reflected in a written amendment to the solicitation.

Mrs. Dorego explained that the purpose of the meeting was to provide an opportunity to all potential bidders to understand the U.S.G’s bidding procedures and evaluation process. As the process can sometime be very lengthy; bidders were given a special reminder of the SAM registration requirement. All were invited to start their registration or company revalidation as soon as possible.

The following information on the statement of work was provided.

· The requiring office/Travel staff provided details on the solicitation requirements through an overview of Section 1 – the schedule (services expected from the contractor as detailed in the scope of work...)

· Section 3 and 4 were also reviewed to provide guidance and the instructions for the offer’s submission and the evaluation factors.

· A reminder of deadline to send questions (August 14), and to submit the offers by September 7, 2023.

Following the clarifications above, the meeting was open to questions. Few questions were received, potential bidders were mainly interested in listening to the information provided.

The pre-proposal conference was concluded, and attendees were thanked for their presence and interest in U.S. Government business opportunities.
