A virtual pre-proposal conference was held on January 27, 2022, at 10.00 am. to discuss the solicitation package and process.

Representatives from Human Resources:

Carolyn Jacobs, Human Resources Officer Betty Hubbard, Human Resources Specialist Patrick Preira, Human Resources Assistant USAID HR specialists, Helen Lebel, Peace Corps HR specialist Pierre Jean Philippe Nelson

Nicolas Dione, Procurement agent

While the meeting was not mandatory, attendees were asked to send an email to Dakar solicitation electronic address to have access to the virtual meeting and for attendance records purposes.

Jonas Gil the Contracting Officer was not available to attend. Marie Francoise Dorego, procurement specialist and Nicolas Dione, Procurement agent; opened the meeting, Mrs. Dorego welcomed all the participants and introduced the HR representatives. She also checked if all the attendees were able to find the solicitation on Sam beta.Gov and download the package.

The link to the solicitation package was again indicated.

She explained that the purpose of the meeting was to provide an opportunity to all prospective bidders to understand the U.S.G solicitation procedures and the evaluation process. It was also mentioned that statement made at this conference does not change the solicitation. Any change will be reflected in written amendment of the solicitation.

The following information regarding the scope were provided:

· A detailed list of documents to be submitted with the proposal as stated in the cover letter

· Section B – the pricing tables and structure. The necessity to quote for the base year and all the options, including the retention amounts

· Section J – information about the population and the statistics

· Section C – indication was provided on where to find the level of benefits expected

· Section L – the evaluation process was explained in detail.

· Offers due date February 22,2022. Offerors can submit proposals electronically or in hard copy

After the above clarifications, the meeting was opened to questions. During that virtual meeting no questions were received, the prospective bidders were mainly interested in listen to the information provided. As one of them said the solicitation requirements were clear enough.

The preproposal conference was concluded and attendees were thanked for their presence and expression of interests to the U.S. Government business opportunities.
