About this file
This file is a Questions and Answers document for Amendment 0001 to solicitation 19SF2027Q0001 issued by the U.S. Consulate General Cape Town. The Q&A addresses five substantive inquiries from prospective offerors regarding the CCTV/Perimeter Security Trenching Works project. Key clarifications include: U.S.-based contractors may substitute demonstrated past performance on similarly-sized or larger projects in lieu of Construction Industry Development Board (CIDB) registration; U.S. engineering qualifications are acceptable in place of Engineering Council of South Africa (ECSA) qualifications; new fence post extensions shall match the height of existing extended fence posts along the perimeter; contractors are not required to scan for or avoid reinforcing steel when core drilling through bollard and anti-ram foundations and may drill through rebar as necessary; and conduit clearance requirements will be satisfied by installing a 12" x 12" x 6" junction box at the pole base with conduit routed up and terminating within 4 inches of the pole.
The quotation submission deadline has been extended to Thursday, November 5, 2026, at 10:00 AM South African Standard Time (SAST). All other terms and conditions of the original solicitation remain unchanged. This amendment is issued by the Department of State and applies to the Request for Quotations (RFQ) for trenching, underground conduit installation, and associated civil works at the U.S. Consulate General Cape Town.

U.S. CONSULATE GENERAL CAPE TOWN
SOLICITATION QUESTIONS AND ANSWERS (Q&A)
Project: CCTV/Perimeter Security Trenching Works Solicitation Number: 19SF2027Q0001 Date: 11/3/2026 The U.S. Consulate General Cape Town has received questions from prospective offerors regarding the above-referenced solicitation. The questions and the Government’s responses are provided below for the information of all prospective offerors.
Question 1: CIDB Registration Requirements Question: Please advise if providing past performance of similar or larger sized projects will be acceptable in-lieu of CIDB registration for a US based contractor which is submitting a bid? Note that CIDB registration is specific to South African contractors.
Government Response: Yes. The Government will accept evidence of satisfactory past performance on projects of similar or greater size and complexity in lieu of CIDB registration for U.S.-based contractors.
Question 2: Engineering Qualifications Question: Please advise if US engineer qualifications will be acceptable in-lieu of Engineering Council of South Africa qualifications?
Government Response: Yes. The Government will accept U.S. engineering qualifications in lieu of Engineering Council of South Africa (ECSA) qualifications.
Question 3: Fence Post Extension Height Question: Please provide the height above the existing fence post height that the new fence post extensions shall be?
Government Response: The new fence post extensions shall match the height of the existing extended fence posts along the perimeter fence.
Question 4: Core Drilling Through Existing Foundations Question: Please advise if scanning and avoiding rebar is required for core drilling through the bollard and anti-ram foundations?
Government Response: No. Contractors should anticipate encountering reinforcing steel (rebar) when core drilling through the existing bollard and anti-ram foundations. Scanning for or avoiding rebar is not required, and contractors may drill through rebar as necessary to complete the installation.
Question 5: Drawing C5.02 – Detail 1 (Conduit Clearance) Question: Drawing C5.02 Detail 1 does not account for the pole foundation and offset will not allow conduit to clear the post by one Unistrut width. Should the contractor make provision for carefully chipping a portion of the foundation to achieve the required clearance (see snip below)?
Government Response: We will be installing a 12" x 12" x 6" junction box at the base of the pole, with the conduit entering through the bottom of the box. The 12" x 12" box will be mounted using a single Unistrut. As long as the 2" conduit can be routed up and terminate within 4 inches of the pole, it will meet the requirements for this installation
